The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles (including apps such as Uber and Lyft), commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, and accessibility, and works to promote consumer and driver protection for a vital mode of transport in New York City. TLC is seeking a Program Manager to oversee accessible service across taxi and for-hire vehicle sectors. Reporting to the Director of Program Management, the Accessible Services Program Manager will work closely with the Accessible Dispatch vendor as well as engage traditional car services and app-based services to ensure customers can request a wheelchair accessible vehicle.

The selected candidate will manage initiatives across multiple programs from inception to implementation and monitor day-to-day operations. The Program Manager will interface across all internal divisions including the Finance and Strategy Teams, Policy, Legal, External Affairs, and IT. A successful candidate thinks strategically and can anticipate oncoming operational challenges.

Responsibilities may include but are not limited to:

Serve as the TLC’s expert on accessible services across all sectors.In partnership with the program vendor, manage the Accessible Dispatch Program, which provides on-demand taxi service for people with disabilities. Provide guidance and ensure compliance with contract terms.Review key program indicators of FHV accessible service providers including Uber, Lyft, and traditional car services.
Engage accessible service providers to ensure compliance with TLC’s accessibility goals.
Develop and execute project plans for various work streams including outreach, technology, and program development.
Provide regular reporting and brief senior management on program development and progress. Report program developments to the TLC Commissioners, and agency vendors and licensees.
Coordinate with internal and external stakeholders on various initiatives.Manage procurement needs including drafting RFPS, reviewing budgets, and approving invoices for services rendered.Respond to telephone calls, written correspondence, and requests for information regarding accessibility programs from TLC licensees and industry stakeholders.
Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in “1” above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in “1” above; or
3. Education and/or experience equivalent to “1” or “2” above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in “1” above.
Preferred Skills

Interested candidates should have excellent written and oral communications and problem-solving skills, and the ability to prioritize multiple tasks and manage time in a fast-paced environment. Although not required, the successful applicant will likely have one or more of the following academic or professional experiences: transportation policy/planning, public policy, public administration, business, economics, or a related program.
