An exciting opportunity has arisen within the corporate finance team of a West London local authority.
ROLE PURPOSE
To undertake the technical and professional functions outlined in the description of duties below in accordance with CIPFA guidelines, Council standing orders and financial regulations and other policies and procedures.
To lead the provision of a comprehensive integrated finance service supporting all council departments, senior management, Members, committees and forums.
To contribute to the formulation and implementation of financial strategy and policy that supports the strategic goals of the Council (strong political awareness).
To provide robust financial challenge and advice, influencing stakeholders to deliver solution-based outcomes.
To promote value for money, financial awareness, budget control and the best use of service resources, supporting strong financial performance.
ROLE DUTIES
To provide accurate and professional financial advice to decision makers, making recommendations that support the strategic goals of the Council (strong political awareness).
To help prepare and evaluate robust business cases supported by rigorous and robust financial modelling and commercial analysis, providing technical advice and interpretation of outcomes.
To support strategic reviews and procurements, providing robust financial advice and challenge, including articulating financial implications and risks.
To identify and embed innovative and creative solutions for continuous improvement in financial management. To proactively support the delivery of financial change programmes as required.
To lead and manage complex financial returns, statutory returns, grants and other reimbursement claims as required including supporting documentation to meet audit requirements.
To provide a high standard of customer service, to both internal and external customers, and to report instances of non-compliance, errors, omissions, or inadequacies in procedures to managers.
To represent the organisation’s interest with key stakeholders to ensure that the Council’s interests and resources are optimised.
Provide professional management to staff, strengthening skills and competence and fostering a strong culture of standards, performance, and accountability. Help changes to be embedded in a sustainable way. Provide leadership and motivation in a way that encourages staff to recognise their contribution to the strategic objectives of the Council.
To ensure the finance team works effectively with other services, taking a lead role in specific collaborative projects and key financial processes.
To contribute to the Council’s strategic financial planning and Medium Term Financial Strategy process by undertaking financial analysis, financial modelling, business analysis, options appraisals, unit cost development and analysis, external risk assessment and performance benchmarking.
To provide financial advice and information as required to Government Departments, external auditors and external bodies, partnerships, councillors and officers within the Council.
To participate fully in departmental and corporate initiatives and projects, attend meetings as appropriate and provide reports to service managers and finance colleagues when required.
To respond to Councillor, MP, Freedom of Information requests and other requests in connection with financial matters.
To co-ordinate and manage key financial processes for allocated areas, in accordance with agreed processes and timescales, including budget setting, in-year monitoring and closing of accounts.
To produce performance and activity data to support and verify financial information.
To report instances of non-compliance, errors, omissions or inadequacies in procedures to managers and identify solutions to ensure future compliance.
To undertake reconciliation of local business systems to corporate finance system to ensure the integrity of financial information being produced.
To accurately complete all month end, quarterly and annual processes in accordance with agreed timescales.
To produce up to date and accurate debtor reports and interpret, analyse and report the data in a format that is understandable to all key stakeholders, highlighting areas for action.
To provide finance comments setting out the financial implications for consideration for reports including restructures, briefing notes and decision reports.
To work flexibly and support colleagues in the provision of high quality, professional financial support.
To carry out any further finance-related duties, as directed by management.
