PATH is currently recruiting for Market Dynamics Officer to support and advise on projects under the Access to Medical Devices Portfolio within the Market Dynamics Program. These projects include PATH’s COVID-19 respiratory care response, as well as longer-term efforts to ensure sustainable access to respiratory care equipment and medical oxygen within Vietnam. In addition, the Officer will provide regional management and technical guidance for projects focused on scaling safe access to oxygen therapy and MNCH (Maternal, Newborn, and Child Health) medical devices in Indonesia, where PATH oversees a team of consultants and partner organizations. They will work with Market Dynamics team members to define problems, conduct analyses, and apply findings to address market failures that restrict access to life-saving products and interventions.
Ensuring sustainable access to medical oxygen in Vietnam (25%-40%, varying over different time periods)
Act as a technical advisor on medical oxygen and respiratory care equipment primary market research and market landscape projects for global health products (respiratory care equipment and oxygen) to understand the public and private market dynamics for these products in Vietnam, and ensure that the utilized methods follow global project standards.
Coordinate with PATH global medical oxygen team to ensure alignment with overall project goals and ensure consistent quality of project outputs.
Assist the Vietnam project team supporting the Ministry of Health (MOH) in establishing an information system to track availability of respiratory care equipment and inform MOH planning, financing, and maintenance decisions; support may include activities like advising system functional requirements, developing an implementation plan, or designing data collection to assess facility readiness.
Collect relevant information/experience and lessons learned in Indonesia on biomedical equipment management systems and share them with team in Vietnam to help identify and promote best practices.
Develop and implement market interventions or business models to improve oxygen procurement, financing, and management on the part of governments, donors, and other stakeholders.
Strengthening access to medical oxygen and MNCH medical devices in Indonesia (60%-75%, varying over different time periods)
Lead and support a team of consultants and partner organizations in Indonesia to achieve several project deliverables by (1) providing technical guidance on topics like survey design, market analysis design, and medical device policy, (2) facilitating group decisions about project approach and stakeholder engagement, and (3) coordinating PATH institutional resources to support consultants/partners where needed. Consultant/partner project activities in Indonesia include:
Leading a biomedical equipment survey to establish baseline inventory of respiratory care equipment and conducting a gap analysis to quantify additional equipment needs
Coordinating procurement for respiratory care equipment by identifying funding opportunities and collaborating with local partners
Improving dashboard design for the Ministry of Health’s equipment management software system to better inform decision-making and better incentivize data entry
Conducting baseline inventory and qualitative interviews for 8 priority MNCH devices in facilities across the country to summarize current availability and key access barriers.
Supporting training of healthcare workers, engineers, and industry association staff to deploy and use respiratory care equipment in emergency COVID-19 response settings
Support Market Dynamics business development efforts in Indonesia by:
Building strong working relationships with key MOH departments and partners involved in procurement and management of medical devices
Engaging and building relationships among other PATH teams who have ongoing projects in Indonesia (e.g., HIV/AIDS, Malaria) to ensure coordinated MOH engagement
Support efforts to register PATH as a non-profit organization in Indonesia by coordinating and liaising with relevant local legal and government stakeholders.
Identifying and summarizing key gaps in existing medical device management capability and engaging potential partners or consultants with the expertise to address those gaps.
Required Skills
Required Experience
Master’s Degree in Public Policy, Economics, Public Health, or equivalent advanced degree plus a minimum of five years in market analysis, healthcare management consulting or other relevant private and public sector experience.
Experience working with public and/or private-sector health systems as an implementer, researcher, policy professional or commercially, especially in emerging market settings
Demonstrated experience leading and managing project teams
Experience with medical devices, and/or diagnostics, especially in emerging markets a plus.
Direct experience working in Indonesia a plus
Strong understanding of multilateral health agencies (e.g., WHO, Global Fund) and country-level systems for managing health product supply (e.g., budgeting, procurement)
Solid technical knowledge of market analytics including:
Building, implementing and analyzing market research studies and quantitative models to inform global or developing country decision-making, e.g., demand forecasts and impact models.
Analysis of product development and launch scenarios to chart pathways for new product introduction.
Ability to identify key trends from complex and ambiguous datasets.
Ability to synthesize project findings and translate into programmatic and policy recommendations.
Ability to use statistical software such as R or Stata a plus
Demonstrated ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels.
Demonstrated experience in project management and balancing multiple projects and priorities.
Proven effectiveness working in a team-based environment, but capable of also working independently.
Excellent verbal and written communication skills.
Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
Ability and willingness to travel internationally up to approximately 20% of the time.
