About the Position
Under direction, independently performs a variety of complex accounting and auditing work relating to the procurement, budgeting and fiscal functions within the Division of Forensic Services (DFS); performs professional accounting work in maintaining and examining complex departmental budgetary reports and statements for departmental usage or for submission to the Office of Finance; performs professional auditing work of a complex or advanced nature in examining and verifying the accuracy of a wide variety of accounting books, reports, records, documents, statements, and other fiscal and financial related information, operations and procedures.
Job Responsibilities
25% 1. Independently performs a variety of complex accounting and auditing work relating to the procurement, budgeting, and fiscal functions within the DFS.
Monitors and takes appropriate action to ensure active contracts for forensic science services, commodities, and equipment remain in place.
Compares procurement documents to the established obligations to what is recorded on applicable ledgers to ensure accuracy, consistency, and compliance to the established approval process.
Coordinates review of equipment requests and directs initiation of the procurement process
Prepares all required procurement documents for small purchases
Prepares or reviews all “single source” procurement documents
Assists with procurement documents for purchases over the small purchase threshold
Assists with creating or reviewing “sole source” documents
Serves as liaison to the labs for BidBuy procurement assistance
Maintains a revolving door list
Resolves procurement issues by communicating and problem-solving with procurement compliance personnel
25% 2. Performs professional accounting work in maintaining and examining complex departmental budgetary reports and statements for departmental usage or for submission to he Office of Finance.
Coordinates and compiles the annual budget for the General Revenue cost centers
Analyzes the General Revenue allocation from the Office of Finance against the needs of the cost centers and develops a plan to supplement with other funds
Analyzes and recommends fiscal allocations to supervisor
Prepares budgetary projections and proposals based on current expenditures and future program needs
Produces fiscal reports as assigned, such as those associated with the annual Budget Briefing Book

25% 3. Performs comprehensive monitoring of a variety of General Revenue cost centers
Reviews and approves General Revenue expenditure reports submitted by the laboratories and forwards to the supervisor
Performs high-level analysis of financial expenditure trends
Designs and implements monitoring techniques to analyze efficiency of expenditures
Resolves any fiscal discrepancies that arise at any of the laboratories
Completes assigned fiscal year-end reports
Prepares regular and ad hoc fiscal reports as needed for senior management staff
Performs professional auditing work of a complex or advanced nature in examining and verifying the accuracy of a wide variety of accounting books, reports, records, documents, statements, and other fiscal and financial related information, operations, and procedure
Audits internal fiscal procedures in place and completes fiscal audit reports as assigned
Administers processes and procedures for the daily operation of cost centers and serves as the main resource for budgeting and fiscal matters regarding obligations, purchasing, expenditures and reconciliations
Responds to all external fiscal audit requests
Facilitates information to all laboratory fiscal liaisons regarding inter and intra agency accounting and procurement guidelines
Provides functional direction and training to fiscal liaisons
10% 4. Serves as the coordinator for the statewide Illinois State Police legislated fine programs and all fee fund cost centers for DFS
Examines and reviews fee fund spending plans
Authorizes fee fund purchases
Annually reviews applicable statutes
Updates and coordinates distribution of fee fund purchases
Annually reviews applicable statues
Updates and coordinates distribution of fee fund notification letters to State’s Attorneys and Circuit Clerk
Completes the annual Fee Imposition Reports for each fee fund cost center
10% 5. Reviews all fiscal activities for compliance with all department procedures, Illinois Office of the Comptroller accounting guidelines, and Executive Orders.
Attends fiscal meetings representing DFS administration; with approval, plans, develops and implements DFS fiscal policies and procedures
Designs, directs and conducts studies of proposed and existing polices and programs
Advises the Staff Support Manager regarding the feasibility and implication of new policies/programs, and makes recommendations regarding the continuation or revision of existing policies/programs
5% 6. Performs other duties as assigned or required
Minimum Requirements
Knowledge, skill and mental development equivalent to four (4) years of college, with courses in business administration and accounting
Two (2) years of professional experience in accounting, external auditing, budgetary planning and control, or public accounting
Knowledge, Skills and Abilities
Extensive knowledge of accounting and auditing theory, principles, methods and procedures
Extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures
Ability to prepare comprehensive accounting reports
Ability to determine violations and noncompliance with the law and to detect and explain significant irregularities
Ability to review detailed work including written or numerical data and t make calculations rapidly and accurately
Skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records
Ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
Employment Conditions
Requires ability to pass an Illinois State Police background investigation.
