Description of Job

JOB SUMMARY: As a member of the Customer Office Senior Leadership Team, the IT Director determines the appropriate approach in working with OIT, Agency and County executives in aligning and implementing OIT and department strategic visions. The IT Director is responsible for engaging with key OIT, agency and other officials and stakeholders to participate in executive forums and develop strategic plans, establishing and maintaining effective partnerships within OIT and with customers, ensuring quality delivery of all OIT services through a matrixed environment by leading collaboration efforts and providing the voice of the customer across OIT, practicing effective stakeholder engagement and management, approving, managing and overseeing complex program/project delivery, proactively identifying and addressing customer needs, and providing guidance for OIT staff at agency locations. ESSENTIAL DUTIES & RESPONSIBILITIES: Business Relationship Management As a member of the Customer Office Senior Leadership Team, work with the agency, counties, and OIT leadership on supporting and implementing the strategic vision of departments and OIT. Foster and cultivate OIT’s culture, engaging with customers and key stakeholders and maximizing the efficiency and effectiveness of government services through the elegant use of technology.

Develops effective approaches to achieve goals and objectives
Drives strategic thinking and alignment
Establishes and manages effective relationships with various stakeholders across all levels
Provides program/project direction and manages overall portfolio
Provides leadership to a matrixed functional team focused on high performance and execution by sharing expertise in technology disciplines and ensuring clarity of customer goals and expectations, service delivery, process excellence, and organizational alignment
Communicates, interacts with and influences a variety of audiences, successfully translating complex subject matter into clear, succinct, impactful and relevant messages, material and presentations
Analyzes information and data to address work related issues and problems
Upholds OIT values and promotes a customer oriented focus
Serves as interface between OIT and agencies, operating at an executive level

Service Level & Service Level Management

Ensuring ongoing IT service and reliability in all state agencies through effective and efficient execution of IT services. Responsible for stewardship to help ensure optimum use of taxpayers’ dollars. Lead the organization that is the “face” of OIT to its customers in the agencies and help to consult, plan, and leverage the implementation of innovation and technology to meet customer needs and achieve agency goals and objectives.

Achieves high customer satisfaction rating
Models the OIT brand
Establishes clearly defined roles and responsibilities to deliver effective agency services
Maintains current knowledge of services, systems and solutions provided by OIT and leveraged across agencies
Proactively facilitates resolution related to service gaps and/or concerns
Enhances IT service credibility by promoting a culture of credibility, collaboration and delivery
Aligns OIT vision and internal processes
Assesses risks and issues and quickly implements corrective actions
Develops, maintains and ensures delivery on Service Level Commitments

Strategy Development, Alignment, and Implementation

Must work to manage for any size request, or simultaneous requests, spanning OIT and the entire customer base:

Acts as subject matter expert for, and leads development of, strategic business cases and roadmaps
Develops spending plans that align OIT and agency strategy and objectives
Implements appropriate governance model to support agency and implements methods for reporting accomplishments, issues, risks, and performance related to goals and financial commitments
Champions process and service delivery improvements
Engages in complex decision making and provides thought leadership
Maintains knowledge of industry trends, emerging technologies, technology standards, and best practices

Leadership and Management Development

Leads IT Portfolio Management and Project Management staff with complete management responsibility (hiring, performance management, etc.)
Attracts, motivates and retains top talent and innovatively and successfully builds high performing teams
Develops staffing, performance and training plans to ensure continual staff improvement
Ensures time entry is completed and approved
Executes IAs as needed
Supports CoEs
Stays abreast of best practices and promotes information sharing

Communication and Collaboration

Is situationally aware and ensures relevant communications occur and appropriate stakeholders are engaged, especially at an executive level
Creates a new environment by displaying a motivational impatience for results (be a behavior change leader)
Manages multiple tasks within deadlines while interacting with all levels of OIT management and across OIT departments, customer agencies and organizational boundaries
Applies process and leadership skills along with business management acumen to lead any size initiative
Works with peer organizations to translate IT processes and tool strategies to support day-to-day efforts, driving toward greater efficiencies and higher quality deliverables
Apply project management methodologies to ensure business projects are delivered on time and within budget to meet strategic business objectives
Educate customers and OIT partners on the operation and impact of the Customer Office
Exemplify leadership, ownership, and service with all customers and OIT peers, as a true model of OIT service delivery

Improve End-to-End Service Delivery Management through standard processes and efficiencies

Will create an effective environment and framework for request intake, collaboration with IT Directors, management of Enterprise portfolios, and overall service development life cycle implementation. A key component of success in this role is communication across OIT, including establishing and maintaining a strong relationship with the IT Directors, Service Owners, and Project Management Office.
Will educate others in OIT on the purpose and value of the Customer Office and create the guidelines by which the department will operate.
Implement IT Service Management as a foundational principle in the OIT organizational structure, and its inherent processes.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Minimum Qualifications:

Education/Training:

Bachelor’s degree in Business, Management Information Technology or related field.

Work experience:

12 or more years of experience that includes a combination of working in/with:
a technical IT discipline
IT portfolio/program management leading programs/projects within IT and with external providers
IT process and governance
8 years of management experience including:
leading professional and technical staff
translating organization mission and strategy
operating in a matrix environment and with geographically dispersed staff
service delivery management
vendor and contract management
relationship management
senior level leadership and working with groups of senior executives (C-suite, board of directors, legislators)
financial management or oversight with an understanding of budgeting process and accounting processes

Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
Preferred Qualifications:

Master’s degree from an accredited college or university in business, information technology, computer science, or related fields
Public sector experience

Conditions of Employment:
Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

This position may occasionally require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by position.
