Employment Type: 0 – Full-time Regular Pay Range: $35,677.00 – 53,516.00 Location: Castle Rock, CO Overtime Exempt: No Elected Office / Department: CLERK & RECORDER

Performs entry-level work inspecting, assessing and auditing applications and legal documents submitted for vehicle registration and licensing of all types of motorized vehicles while receiving training in the applicable federal, state, and local statutes, rules, and regulations. Develops the knowledge and skills necessary to issue motor vehicle titles, licenses, and registration documents, and trains in collecting all applicable fees and taxes. All Motor Vehicle Specialists are expected to serve the public in a professional and efficient manner to enhance the customer experience. As a steward of public trust and an agent of the State of Colorado, this position is responsible for ensuring compliance with Colorado Revised Statutes and Federal laws, Department policies, rules and procedures, in the issuance of Colorado Identification documents to qualified applicants; with the primary goal of ensuring the integrity of all documents issued to Colorado residents. This position will require additional onsite training, specific to Driver’s License services, after the completion of general Motor Vehicle Specialist training. Generally, the hiring range is $35,677-$44,596. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary. ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

Receives and participates in training on motor vehicle policies, procedures, processes, and application of statutes.
Studies and receives instruction in the interpretation and application of applicable statutes, rules, regulations, and procedures; ensures compliance with statutes, rules, and regulations.
Processes new license and license renewal applications and issues motor vehicle titles, licenses, registration documents, validation tabs, and permits.
Accurately issues state inventory (tabs, plates, placards, etc.), and maintains files and records as required by the Colorado Department of Motor Vehicle.
Receives training and becomes proficient in assessing and calculating all types of fees and taxes; processes payment transactions.
Provides information and responds to customer questions and issues.
Performs increasingly more complex work as the employee gains experience, proves efficiencies, and independently provides motor vehicle services.
Lives out the competencies outlined in the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.

OTHER DUTIES:

Performs other duties as assigned in support of business operations, statutory compliance and department needs.
All Clerk & Recorder employees may be required to work in the Elections Division in any capacity that is needed during election cycles.

SUPERVISION RECEIVED: Under close supervision, the employee performs duties and receives training to develop skills and abilities in a specific line of work or general occupational area. Work product is subject to close, continuous inspection.
SUPERVISORY RESPONSIBILITIES: No supervisory duties.
INDEPENDENT JUDGMENT: Guidelines are generally numerous, well established and directly applicable to the work assignment. Work assignment and desired results are explained by general oral or written instructions. Duties assigned are generally repetitive and restricted in scope but may be of substantial complexity. Employee primarily applies standardized practices. Decisions or recommendations on non-standardized situations are limited to relating organizational practices to specific cases. Situations that are not covered by guidelines or are without precedent are taken up with the supervisor for coaching and development to help foster independence and understanding to improve future decision making.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

High school diploma or GED Certificate is required.
Two years of customer service or office experience.
A combination of education and experience may be considered.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge:

Committed to quality services; works and communicates with clients and customers to satisfy their expectations.
Ability to learn or previous knowledge of Colorado State Statutes related to registering, licensing, and titling of all types of motor vehicles, Colorado Registration Information System, newly enacted legislative bills regarding motor vehicles, tax regulations, and other federal, state, and local policies, laws, and requirements.
Knowledge of the principles of confidentiality related to the work assignment.

Skills:

Excellent attention to detail.
Intermediate computer skills, such as data entry, Microsoft Office suite, and internet use.
Performs computations such as addition, subtraction, multiplication, and division correctly, solving practical problems by choosing appropriately from a variety of mathematical techniques such as formulas and percentages.
Receives, attends to, interprets, and responds to verbal messages and other cues such as body language in ways that are appropriate to listeners and situations. Uses correct English grammar, punctuation and spelling to communicate thoughts, ideas, information and messages in writing.
Shows understanding, courtesy, tact, empathy and concern; develops and maintains relationships; may deal with people who are difficult, hostile and/or distressed; relates well to people from varied backgrounds and situations and is sensitive to individual differences.
Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives and make recommendations.

Understands and interprets written material including technical material, rules, regulations, instructions, reports, charts, graphs, or tables.
Organizes thoughts well, communicating and explaining ideas and/or information clearly. Recognizes potential miscommunications.

Encourages and facilitates cooperation, commitment, trust and a team spirit Works with others to achieve goals.
Ability to work in a fast-paced environment with multiple interruptions and heavy customer service focus.

CERTIFICATIONS, LICENSES, & REGISTRATIONS: May be required to obtain and maintain Driver’s License Certification through the State of Colorado. PHYSICAL DEMANDS:
Lifting: Must be able to lift up to 25 pounds. Sitting: Must be able to remain in the normal seated position. Reaching: Extending the hand(s) and arm(s) in any direction. Handling: Seizing, holding, grasping, or otherwise working with hand(s). Fingering: Picking, pinching, or otherwise working with fingers. Stooping: Bending the body by bending spine at the waist. Crouching: Bending body downward and forward by bending legs.
WORK ENVIRONMENT:
Physical Work Environment: Work is performed in a typical office environment. May be assigned to any one of multiple offices or locations.
The Specialist will use computers, calculators, scanners, printers, fax machines, and telephones daily.
