I) Job Purpose
The Infant and Early Childhood Mental Health Consultant (IECMHC) is responsible for providing early childhood mental health consultation support to home visitors, child care center staff, children, and families. The IECMHC will provide a broad range of services, including early childhood mental health consultation in classrooms and through home visits; training and coaching staff; screening, assessment, and referral services; promotion and marketing of group services; and providing parent trainings. The IECMHC supports caregivers and providers in identifying and addressing early signs of environmental, relational, and behavioral concerns in order to prevent escalation, promote healthy relationships, and reduce negative behaviors and symptoms in early childhood. The IECMHC will also maintain client records and documentation of consultation services in compliance of all performance standards and state regulations.
II) Essential Functions
A) Evaluate, assess, and diagnose need for mental health consultation based on child, family, and service provider strengths and needs

Complete initial and annual evaluations to determine eligibility for ECI services
Complete re-assessments as LPHA to review appropriateness of services on the treatment plan
Diagnose mental health conditions of early childhood as appropriate for counseling services

B) Develop clear treatment outcomes and expectations with child, family, and treatment team and provide services as appropriate.
C) Provides counseling and mental health consultation services in the natural environment using a coaching model and collaborative documentation.
D) Provides Mental Health Consultation at child care centers at individual, classroom, and programmatic level.

Provides general classroom observations, consultation, and coaching
Support, coordinate, and provide staff trainings related to social-emotional and mental health issues
Conduct programmatic consultation for implementation of mental health policy and procedure at center
Provide Parent Training opportunities
Provide Individualized child and family centered observations and consultation
Provide Home visiting for individual child level consultation

E) Provides reflective consultation with ECS staff during home visits, child care centers, team meetings, and individual reflective consultation meetings in order to build staff capacity to address social-emotional needs of young children.
F) Manages individual caseload in a manner that supports all children in the program receiving quality services for identified social emotional support needs in a timely/manner and submits documentation daily.
G) May organize and facilitate community groups, parenting support/family education groups, and reflective supervision groups with staff.

I) Plan and implement routines based interventions in various developmental areas as identified by IFSP.Performance Standards:

Plan (or find assistance in developing and planning) a specific treatment plan to be implemented in the home or other natural setting that meets the outcomes and strategies as outlined on the IFSP. Jointly develop goals with the family and other team members. Measure progress and adjust goals/strategies and outcomes through dialogue with the family as needed.
Assist with implementation of home programs through demonstration, coaching and other techniques for parents/caregivers.
Prior to each visit be prepared, by planning particular activities based on families preference and related to IFSP strategies and goals, to use during the home or community based visit and document how the parent participated, what you demonstrated and the child’s response to the intervention (the effectiveness of the strategies) in the progress note. Review session with caregiver before leaving. If appropriate, discuss and provide home program activities for the family. Periodically assess family’s satisfaction.
At the visit begin by learning what is new and what progress has occurred or not occurred. With the family, clarify goals and routines to be addressed during the session with the caregiver
Engage caregiver and other appropriate family members in planned activities so that the caregiver can demonstrate all activities and monitor their effectiveness.
Using appropriate developmental checklists, evaluate progress toward goals on a regular basis as needed. Consult with specialists when progress is not occurring as expected and or any red flags are identified. Revise goals and strategies as needed.

J) Provide ongoing consultation/information to parents and other caregivers as identified in IFSP.K) Perform other job duties or responsibilities as requested or assigned.
III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities

Knowledge of infant and early childhood mental health
Knowledge of typical and atypical growth and development birth to 6 six years old.
Knowledge about mental health consultation services in family systems with children birth to six years old and in child care settings.
Knowledge about impact of trauma and attachment on development in early childhood.
Knowledge about trauma informed intervention approaches, including Trust Based Relational Intervention, Nurturing Parenting Program, Parent Café’s, etc. (Training provided).
Master’s degree in mental health counseling program or related field that will lead to full licensure as LPC, LMFT, or LCSW in the state of Texas.

IV) Internal & External Customer Service

Knowledge, skills, and ability to work effectively with families/caregivers from various cultural, linguistic, socio-economic, cognitive, and educational statuses.
Ability to communicate well both orally and in writing.
Ability to make effective working relationships with team members and families that are characterized by mutual support, open communication, trust, and respect.
Ability to problem solve with infrequent assistance from supervisor, identify and use a rational approach to a situation, and communicate problems and decisions to supervisor.

V) Travel
This position requires driving to and from locations for work and/and may require overnight traveling. Employees are required to have a license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.
Job Requirements:
Minimum Education
Master’s Degree in counseling related field
Preferences
Experience working with families with young children, infant and early childhood mental health consultation model, Infant Mental Health, Reflective Supervision, Group Parent Education settings, Trust Based Relational Intervention preferred.

Two (2) years in early childhood preferred
License/Certifications
Intern status license as LPC-I, LMFT-A, and/or LMSW in the state of Texas. Texas driver’s license with an acceptable driving record.

Pre-employment tests including drug and TB Screening, Physical Exam including balance and lift test.
