The Oregon Eligibility Program , part of the Oregon Department of Human Services (ODHS), is looking for multiple talented individuals with a passion for public service to apply for Benefit & Eligibility Software Testing Specialists/Operations & Policy Analyst 1 . In this role you will analyze defect fixes, research design documents and other resources, write test cases, execute test cases, create bugs for failed test case and communicate/coordinate testing efforts with business partners.

ABOUT ODHS Oregon Eligibility Program
The Oregon Eligibility Program (OEP) is responsible for ensuring ODHS program and policy integrity in Enterprise IT Projects and in operations and maintenance efforts. Provides equitable and holistic eligibility determinations that allow individuals residing in Oregon to receive accurate and timely determinations and connect them to community resources. We do this through engaging in understanding the needs of individuals residing in Oregon and providing opportunities for their voice to identify the problems and outcomes that we are focused on. OEP partners with agencies and provides resources, tools, supports, training, oversight, quality control, data, and direction to support eligibility determinations. OEP strives for outcomes that are supported by equity, customer service, consistency, and creating operational efficiency.
ODHS Oregon Eligibility Program Business Information Services (BIS) specializes in standards and practices of Business Analysis and User Acceptance Testing Services related to Enterprise IT solutions. Oregon Eligibility Program BIS contributes to the ODHS mission and program integrity through the following services:
Provides collaboration and strategic planning with State, Agency, Program and other related business and IT organizations regarding governance, priority and resource management of IT projects and enhancement, as related to State and ODHS Business Information Services.
Provides vendor, contract, and budgetary oversight, as directed, for some Enterprise IT projects and operations and maintenance solutions, as defined.
Design and application of Enterprise level business analytic and testing service standards and practices.
Provides centralized Business Analytic support to Enterprise level IT projects and enhancements.
Provides centralized Business Analysis and User Acceptance Testing services for the Oregon Eligibility system.
Provides scalable central BA and UAT model for other IT solutions, as defined.
Collaborates with all other agency Business Support Units (BSUs), Business Information Service units (BISs) and others to promote best practices, process improvement and increased program integrity across all Business Analytic services to bridge the gap between IT solutions and business need. Assists ODHS program policymakers to maximize strategic use of technology, while defining clarity and precision in our business solutions. Rigorous Business Analytics and system testing improve our projects, systems and increase program integrity across our Enterprise.
The ONE System processes eligibility requirements for Modified Adjusted Gross Income (MAGI) Medical, Non-MAGI Medical, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance of Needy Families (TANF), Temporary Assistance for Domestic Violence Survivors (TA-DVS), Employment Related Daycare (ERDC) and various interfaces with internal and external systems and agencies.
What you will do:
In this role you will participate in user acceptance testing (UAT) through research and analysis of reported defects and approved fixes, supporting case documentation, use cases, business, and technical detailed solutions design specifications (DSDs); development and execution of test scripts (specific test cases, conditions, and procedures) which conform to software testing standards, agency guidelines and regulations, and which demonstrate system functionality prior to release to the production environment. Also, responsible for identifying and reporting defects found during user acceptance testing. Develop system knowledge to become a subject matter expert resource for staff on functionality, and software testing standards to validate correct program eligibility and payment results. Works independently and collaboratively with other business, system business analysts and technical staff, including coordinated testing efforts. You will work on areas of Analysis & Research, Test Case Development, Test Case Execution, Program Integrity & Delivery, and Error Management, Troubleshooting & Documentation.
This position requires a broad understanding of community public relations and of working with diverse people and issues. It demands awareness of and sensitivity to problems and interests of persons with disabilities and persons with diverse ethnic backgrounds. Employees in this position must model professionalism through all interactions at all times and promote the ODHS mission in manners that honor diversity.
Working conditions:
Employee’s work is conducted in offices and other program/partner sites. Employee has contact with a range of people including some exhibiting anger and frustration.

Job is fast paced with high-volume demands with keyboarding computer entry and paperwork. Long periods of sitting at computer may be necessary. Ongoing emotional and mental pressures are regular conditions of this position, including the need to multitask and change priorities frequently.
This is a regular work schedule with a normal workday of 8 hours. The usual work hours will be from 8AM to 5PM. However, when in the interest of operational needs, the starting and ending times for a particular 8-hour day may be adjusted. Compensated overtime may be required. All overtime must be pre-approved by supervisor before working it.
Occasional travel. Must have a valid driver’s license and acceptable driving record or if no driver’s license, must be able to provide alternative method of transportation.
