The Michigan State Lottery strives to maximize net revenues to supplement state education programs; to provide fun and entertaining games of chance, and to operate all games and bureau functions with nothing less than total integrity.

The Lottery was established under the authority of Public Act 239 of 1972 to generate funds to support Michigan’s public-school system and generates revenue through the sale of Lottery tickets at retail locations and over the internet. Profits from lottery revenue are used to supplement state education programs.

This position is responsible for data analysis and reconciliation of various Lottery vendor, retailer and ledger accounts utilizing gaming and inventory management modules of the automated Lottery gaming systems, Lottery internal accounting system Great Plains, and state-wide accounting system SIGMA. This position is responsible for review of the daily checkwriter reconciliation and release of the weekly EFT for 11,000 retailer payments. Oversees daily SIGMA interface reconciliation with gaming vendor check-writer systems. Assists Lottery Accounting Services staff in preparation of fully accrued monthly, semi-annual and annual financial statements, as well as preparation of daily, weekly and monthly journal entries. In addition, this position is responsible for review and approval of pending prize payments, cancelled checks processing, monitoring and reconciling of Marketing driven new and ongoing promotions, and assists with technical/financial retailer and regional offices telephone support. Utilization of numerous complex computer systems is
required to manage these duties.

Required Education and Experience
Education
Possession of a bachelor’s degree with at least 24 semester (36 term) credits in accounting.
Experience

Accountant 9
No specific type or amount is required.
Accountant 10
One year of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports equivalent to an Accountant 9 or Auditor 9.
Accountant P11
Two years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant 10, Auditor 10, or Assistant Auditor General 10.
Alternate Education and Experience
Possession of a Certified Public Accountant certification (CPA) may be substituted for one year of Accountant P11 experience.
OR
Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of Accountant P11 experience.

This is an onsite position at Lottery Central in Lansing and not remote.
Lottery employees and family members residing within the same household are prohibited from purchasing lottery tickets and from participating as a worker in charitable gaming events licensed by the bureau (i.e., bingo, raffle, etc.).

Civil Service Rule 2-7 requires that all newly hired state employees submit to and pass a pre-employment drug test prior to their actual appointment.

Positions within the Michigan State Lottery will require a criminal history background check. Positions within the Accountant classification will require fingerprinting due to the information they will have access to.

Leave Time

Full-time employees receive between 15 and 35 vacation days per year. Employees also receive 13 sick days per year and 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of paid or unpaid leave for certain family or medical situations.

Holidays

State employees receive 12 or 13 scheduled paid holidays each year, including New Year’s Eve, New Year’s Day, Thanksgiving, Christmas Eve, Christmas Day, Memorial Day, and Veterans Day.

Eligible employees can choose from a variety of health insurance plans, including a PPO, HMOs, and a High Deductible Health Plan with HSA (effective January 1, 2021). Other coverage includes vision, dental, life, and long-term disability insurance, as well as tax-deferred Flexible Spending Accounts (FSAs) for health, prescription, dental and vision eligible expenses, dependent care expenses, and Qualified Transportation Fringe Benefits (QTFB). Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.

Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
