Job Description:
Senior OSPS Analyst Position Overview
This position will be serving as an 18-month limited duration. The primary purpose of this position will be to serve as the liaison for the Oregon Statewide Payroll Services (OSPS) group and Workday Payroll team in the role of requesting temporary exceptions for complying with other state tax and unemployment laws. Research and analyze complex tax withholding and unemployment laws for each state in order to plan and implement tax and exception strategies. Negotiate with other states to give state workers an exception to following other state laws. Act as the payroll tax and unemployment law SME, providing advice and expertise to the Workday Payroll team members and to the third-party tax filer. Coordinate with the third-party tax filer for Workday Payroll system: ensure related tax and withholding criteria and specific requirements are correctly implemented in the Workday Payroll system. Develop policy, plan and procedures accordingly for tax withholding and unemployment that serves a statewide scope. This position should be knowledgeable of payroll tax laws and have a proven track record for successful communication with all levels of management and staff . This position works as a member of the management team to ensure proper management, accountability, and integrity of the payroll application and financial reporting.

What Are We Looking For?
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work. OR; Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
Candidates who are the most competitive will have the following skills, background, and experience:
Expertise in governmental accounting, auditing, financial statement preparation, financial systems, GAAP, and budgeting.
Leadership and inter-personal skills are required to operate these systems successfully in a statewide environment.
To be effective in this position, the employee must be an expert accounting technician and practitioner; have key leadership qualities; be effective in verbal and written communications skills and be familiar with operating in an automated financial environment.
The ability to work in a team setting, actively demonstrating willingness to collaborate, share information, and contribute to the unit’s successes.
