Job Description : The Montana Department of Public Health and Human Services (DPHHS) has an exciting leadership opportunity with the Child and Family Services Division.

The mission of the Child and Family Services Division (CFSD) is to keep children safe and families strong. This Division Administrator of CFSD reports to the Executive Director of Economic Security Services within the Department of Public Health and Human Services. The Administrator shares management and leadership of the division through delegation to the deputy administrator. The work of the division falls generally into two categories: field operations and practice, and central operations and program support.
Field operations includes oversight of the direct child welfare practice through six statewide regional offices, centralized intake, complaint and critical incident management, and employee wellness programs. Field operations ensures that the division’s field staff institutionalize the mission into daily practice and the provision of services related to child safety, permanency and well-being of at-risk, abused and neglected children and families impacted by abuse and neglect. Through centralized intake, the division receives reports of suspected child abuse and neglect in Montana, assessing risk, and identifying, categorizing, and assigning reports to field offices for follow-up.
Central operations include the operations and fiscal oversight; program support and grant management; staff training and development; and data, technology, and continuous improvement. Oversight of this work includes managing the finance and accounting activities of the division. Program management includes development and administration, and assuring that division programs, activities, and services are in compliance with federal and state law, rules, regulation and policy. Training oversight includes development and maintenance of a robust training structure for child welfare practice and delivery. Central operations also include the design, development and implementation of a complex information management system in accordance with federal regulation and funding requirements.
The Administrator directly supervises 11 FTE, and indirectly supervises approximately 437 FTE through subordinate supervisors. The allocation of work over field and central operations between the Administrator and the Deputy Administrator will be determined by the strengths, skills and experience of the successful candidate.
This position will work in a typical office environment. Extensive travel is required to maintain connection with statewide workforce and community partners. This position often experiences high workload which can result in long working hours and feeling stressed.

Qualifications:
What You Can Offer Us
Strong knowledge of social work principles and practices.
Knowledge of general management concepts and practices including goal-planning, organizational planning, program planning and evaluation, and policy development.
Ability to identify and cultivate mutually beneficial associations with key stakeholders to accomplish organizational goals and objectives.
Ability to analyze information to make difficult decisions and persist when confronted by obstacles or adversity.
Meet minimum qualifications:
Bachelor’s degree in Social Work, Public Administration, Business, or a Human Services field.
Eight years of progressively responsible management and leadership experience.
Four years’ experience in child protective services, foster care, independent living, adoption/permanency programs.
Other combinations of education and experience may be considered on a case-by-case basis.
Preferred qualifications include:
Master’s degree in a Human Services related field or Doctor of Jurisprudence
