About the Office
The Office of Workforce Investments (OWI) is responsible for convening partnerships in the workforce system, supporting and providing technical assistance to the Workforce and Talent Development (WTD) Board and Local Workforce Development Boards, and implementing the Governor’s vision and the WTD strategic plan. The OWI is a partner with the Oregon Employment Department and includes the Workforce Innovation and Opportunity Act (WIOA) Youth, Adult, Dislocated Worker and Federal Discretionary grants.
The OWI also administers and staffs the Oregon Youth Corps (OYC) and its Advisory Committee, the Oregon Volunteers and its Commission, and the STEM Investment Council.
What You Will Be Doing
The Director is the head of the Office of Workforce Investments. The primary purpose of this position is lead and coordinate HECC’s workforce-related activities to support Oregon’s education and workforce system, providing public stewardship and accountability to federal, state, and local partners. The position is responsible for the implementation and administration of the broad array of programs and funds that increase the number of career-ready Oregonians with credentials, certificates and degrees in occupations that are in local demand, and for resource allocation and accountability to partners and providers of the Workforce Innovation and Opportunity Act (WIOA) Title I, Adult, Youth and Dislocated Worker programs WIOA National Dislocated Worker Grants, and state workforce funds.
Duties Include
Provides leadership, direction, and supervision for subordinate staff within the Office of Workforce Investments. This is accomplished through:
Staff Planning and Development: Plan, assigns and reviews work of staff, adjusting work assignments and schedules to maintain adequate staffing levels and responds to fluctuating workloads. Identifies staffing needs based on division goals and customer needs. Develops job assignments and supporting position descriptions.
Provides continuous coaching and direction; evaluates employee performance and prepares annual and trial service performance appraisals. Resolves personnel problems, complaints, and formal grievances at the first level.
Disciplines and rewards employees; counsels employees in work related activities, personal growth, and career development. Recruits and screens: determines skills required for positions, conducts outreach activities, reviews applicant’s credentials, participates in the interview process, conducts reference checks and hires or recommends hiring of staff. Provides for professional development of staff through mentoring and training.
Provides leadership for the workforce system and represents the Office of Workforce Investments and the HECC.
Supports the Executive Director of HECC on all matters related to Oregon’s workforce system and investments. Prepares the workforce investments portion of the agenda for meetings of the HECC. Keeps HECC key staff and Commission informed of trends, emerging issues, and other developments regarding the workforce system and investments. Assists the Commission to effectively plan for and anticipate workforce issues.
Exercises statewide leadership to preserve the credibility of Oregon’s workforce system and programs by providing appropriate and timely responses to various decision-makers. Encourages the HECC and its partners in the workforce system to address questions of quality, accountability, outcomes, accessibility and partnership. Maintains with partners in the workforce system, including partner agencies, non-profits, training providers and employers, HECC, and state workforce board a feasible, forward-looking agenda for the future of Oregon’s workforce system.
Provides leadership to the members and staff of HECC-supported boards, councils, and commissions, including the state workforce board, Oregon Youth Corps Advisory Board, Oregon Volunteers Commission, Oregon Conservation Corps Advisory Board, STEM Investment Council, and others.
With approval of the Executive Director of HECC, represents the interests of Oregon’s workforce system to other agencies and organizations, the Governor, the Legislative Assembly, and others. Develops and cultivates positive working relationships with those groups and individuals critical to the success of Oregon’s workforce system.
Serves as member of the Governor’s Workforce Policy Cabinet and represents federal workforce investment programs in the work of that group.
Represent Oregon as a member of the National Governor’s Association State Workforce Liaisons and National Association of Workforce State Administrators and each of their respective sub-committees; this includes participating in an ongoing discussion of educational and workforce issues via teleconference calls, traveling to conferences, and responding to surveys and questionnaires.
Proposes to the HECC guidelines for the orderly development and management of Oregon’s state and local workforce development boards. Works closely with local workforce development board directors, workforce program providers, employers, community-based organizations, partner agencies, and to develop a common agenda relative to workforce system issues and to develop programs and strategies that enhance the visibility and appeal of workforce organizations and programs to state decision-makers, job and training seekers, and the public at large.
Budget Management
Manage OWI budget, including multiple simultaneous open grant years, Federal, General, and Other Fund resources, and a large contract portfolio;
Prepare Ways and Means presentations to inform legislature about how previous biennia’s resources were allocated and present budget request for future biennium;
Prepare management responses to federal, Secretary of State, and internal audit findings;
Engage in budget processes such as Racial Justice Council, stakeholder engagements, POP reviews, and others;
Review and sign contracts to expend professional service funds.

Additionally, in state and occasional out of state travel may be required for mandatory training and meetings.
This is a full-time executive-service supervisory position and is not represented by a union.

Principle/Executive Manager F – Under-Fill Option
Four years of management experience related to education, workforce development and/or strategic employment assistance/training in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long-and-short-range goals and plans,
(c) program evaluation, and
(d) budget preparation
OR
Three years of management experience related to education, workforce development and/or strategic employment assistance/training in a public or private organization which included responsibility for each of the following:
a) development of program rules and policies,
b) development of long-and-short-range goals and plans,
(c) program evaluation, and
(d) budget preparation
AND
45-48 quarter hours (30-32 semester hours of graduate level coursework in management.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
