Role Purpose:
Responsible for the provision of specialist and technical advice to the Finance Officers and Districts/Departments. Support the financial management and financial accounting functions through the provision of clear, accurate and timely financial information in accordance with corporate timetables and external deadlines. Act as a single point of contact for non-routine financial matters to Districts and Departments.
Act in accordance with Force Financial Regulations, Contract Standing Orders and Force Financial Instructions, procedures and guidelines at all times
Key Responsibilities:
Budget Setting
Support the Finance Officer and maintain an overview of the profiling of the revenue, capital and grant budgets in accordance with the budget-setting timetable.
Coordinate the budget upload ensuring that this reconciles to the PCC approved budget.
Coordinate and prepare working papers for the budget setting process to feed into the Medium Term Resourcing Strategy.
Review the BI Budget Model to ensure virements are actioned in a timely and accurate manner for in year and full year effect. Quality check the virement register to ensure all information is captured.
Reconcile the budgeted Authorised Funded Posts (AFP) to HR records, resolve any discrepancies and prepare the first draft of the police pay budget by district/department.
Budget Monitoring
Maintain an overview of the month end processes, ensuring they are completed in accordance with the month-end timetable.
Complete projected outturns for District/Department police, staff and PCSO pay budgets, taking into account all relevant and available information from HR Workforce Planning and produce the financial commentary.
Review the financial commentary and coordinate any emerging issues to work with the District/Department to resolve or feed into the Finance Business Partners.
Prepare the capital, grants and savings appendices for the monthly SCT / PCC Budget Monitoring Report.
Capital Monitoring
Maintain the Capital Programme ensuring that underspends, overspends and slippage are highlighted and any changes are reported to the Senior Command Team/PCC.
Carry out month-end capital procedures including the completion and consolidation of all capital returns (Cap 5’s) and query with Finance Officers where appropriate. Complete the capital appendices and commentary for the Budget Monitoring Report.
Complete a projected outturn and financial commentary for the larger and collaborated capital projects. Recalculate the NRE rates for the two forces as required.
Support Project Managers in Districts/Departments in the completion of timely Capital Scheme Briefs.
Year-End
Complete year-end tasks in accordance with the year-end timetable, ensuring that subsidiary records and working papers are maintained in accordance with accounting standards and audit requirements.
Assets
Co-ordinate, develop and produce the annual Asset Management Plan to feed into the Capital Programme and Medium Term Resourcing Strategy. This will include working with the Finance Officers and engagement with budget holders and management teams to determine future asset replacement.
Fees and Charges
Be responsible for leading, advising and co-ordinating with Districts/Departments, all aspects of the Force and OPCC’s fees and charges regime including leading reviews of the policy documentation, compliance with NPCC guidance, publication and maintenance. To ensure that opportunities to generate income are examined and that appropriate budgets are established.
Costing
Act as the departmental lead on costing methodologies. Advise, publicise and communicate as appropriate and oversee the maintenance, development and consistent calculation of standard costs for decision-making purposes and the calculation of fees and charges for the users of police services. Directly undertake the calculation of the Force’s matrix of employee staff costings and special service charges.
Complete financial implications in SCT reports and provide support to the Finance Business Partners in relation to the provision of information for reviews.
External funding
Provide financial support and advice to Districts/Departments in the completion of Inward Investment Forms, liaising with Finance Business Partners as appropriate.
External Returns
Be responsible for the completion and timely submission of external returns including the Police Pension returns, annual Whole of Government Accounts (WGA), DCLG returns, CIPFA Benchmarking, Police Objective Analysis and any other returns becoming due. This also includes Freedom of Information requests.
Support the Finance Officer in the completion and submission of the VAT return.
System Control
Support the development, creation and amendment of financial reports to meet the requirements of the team and districts/departments, ensuring the most appropriate reporting tool is being used for each financial function/process.
Contribute to the development, implementation and maintenance of systems ensuring that Oracle meets the needs of the department and the force.
Coordinate the testing of IT systems (UAT), subject to upgrade/implementation, ensuring that the department issues are represented and addressed and new procedures are recommended as appropriate.
Continuous improvement
Take personal responsibility for continuous improvement within own area and lead on project work.
Support the Chief Accountant in reviewing and writing procedures and providing training to Finance Officers.

Eligibility:
