Job Description : Facebook is looking for an inspiring and expert APAC head for its human rights policy team. S/he will be a member of Facebook’s global human rights team, answering to the global human rights director. The human rights team inspires Facebookers to protect the rights of the people who use our products (and others) around the globe. We help Facebook teams prioritize, decide, and act in ways that respect and support human rights.This person will work with content policy, policy programs, communications, and public policy teams to define and manage human rights risks; implement our commitment to respect human rights; and translate principles into action. In this role, you will work with the APAC human rights manager and other members of a committed global human rights team, and many allies. Your task is to pioneer implementation of Facebook’s corporate human rights policy, announced March 2021, as well as its commitments as a member of the Global Network Initiative. Your work will have significant impact in the Asia-Pacific region and globally, bridging communities across human rights, tech, conflict prevention, and business. The human rights team is building 24/7 capacity across multiple locations. The APAC lead will work creatively and dynamically with other team members, to (1) advise public policy and other teams on risk management and mitigation strategies (2) work with content policy, public policy, legal, and other teams to mitigate key risks, iterating against 3 year maturity framework and (3) initiate and deliver a range of due diligence projects and strategies with Facebook products to ensure we know, show, and mitigate our human rights risks, according to global standards.This is a chance to lead regional work in a creative and impactful team. You should be an excellent listener, passionate about protecting the rights of the most vulnerable, and an effective influencer, with a demonstrated ability to translate human rights principles into actionable policy or product recommendations. You have expert knowledge of human rights principles and frameworks, as well as their real world application. You can relentlessly prioritize, deliver complex projects simultaneously, and have a track record of innovating to solve practical and policy issues over the short and long term.Facebook’s human rights team is part of Trust and Safety, part of the global policy organization. Our team is globally distributed; members work closely with content policy, strategic response, public policy, and other teams.

APAC Head, Human Rights Policy Responsibilities:

Detect, analyze, and respond to high priority global and APAC events, identifying rights priorities and developing fast paced strategy and responses to respect rights or mitigate rights risks
Craft swift and expert advice on human rights policy and risk mitigations to a wide array of policy stakeholders, including working on high priority and urgent content issues that arise during the normal course of the business day.
Define and iterate tactics and strategies for human rights risk management and mitigation for a wide variety of countries and teams.
Initiate and lead complex human rights due diligence initiatives, including product, country, and policy work. Drive methodological product and process innovation.
Build persuasive and supportive relationships with cross-functional partners in Policy, Communications, Legal, and other teams
Work with and represent Facebook before a wide variety of internal and external stakeholders, including CSOs, other companies, human rights defenders, and regional or global human rights institutions.

Minimum Qualifications:

BA or equivalent professional qualification in any field.
15+ years of work experience in the Asia Pacific or South Asia in human rights or conflict prevention/resolution, strategic response or risk management, public policy or related programs, campaigns, or research.
Experience in framing complex policy or technical issues for decision-makers or coalition partners in real time, developing rapid tactical responses in line with broader policy goals
Excellent project management skills, able to work with internal and external experts and stakeholder to deliver complex analytical products across a range of timeframes
Highly developed communication and influencing skills. Committed to serving the needs of a wide range of relevant stakeholders
Experience in strategic planning and coalition-building, working to develop consensus and deliver strategies over the medium to long term
Demonstrated familiarity in working in a diverse, networked, global work environment.

Preferred Qualifications:

Advanced degree in human rights or related field, including but not limited to international law, social science, transitional justice, conflict prevention, cybersecurity, or data science.
Strong knowledge of challenges faced by human rights defenders, women and girls, and/or other vulnerable groups in the Asia Pacific or South Asia region, including but not limited to challenges related to digital technologies.
Experience with policy making, operations, or product development in a tech environment, or demonstrated prior engagement with such issues.
Familiarity with the mission, history, and work of the Global Network Initiative, including its implementation guidelines.
