Job Description : What’s involved with this role:

Interim Performance Data Manager – Adult Social Care Reference no: S Gloucestershire RQ534620 Under the direction of Performance and Information Manager you will manage and lead a team of information analysts responsible for the Council’s Adult and Children’s social care functions. You will lead the development and delivery of strategies for the provision and use of management information in our social care functions. This includes data analysis and presentation to support policy formulation, decision making and reporting of performance measures and benchmarking, as well as the development and delivery of data to support financial monitoring and service improvement. You will also advise commissioners on the effective performance monitoring of contracted and commissioned services and support the delivery of the JSNA. You will ensure that the collection, collation, analysis, and dissemination of data, management information and performance measures meet the needs of our managers, members and partners in terms of content, timeliness and quality. You will ensure that statutory and voluntary returns are complied with and are submitted to the Department of Health & Social Care, Ofsted, CQC, and other regulators by due dates and to a high quality. The position will involve:
Substantial contact with staff at all levels throughout the Department, including extensive consultation and liaison with senior management/establishment managers.
Regular contact with external agencies such as the Department of Health & Social Care, NHS Digital, NHS Trusts, OFSTED, other Local authorities, and both internal and external auditors, as well as working closely with colleagues in other Council Departments on joint developments and projects

Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.

Your availability to work either immediately, or at short notice.

Relevant professional qualification or will have equivalent relevant professional experience.

Significant operational experience within a large organisation, delivering similar services.

Experience of managing and motivating staff to achieve organisational objectives.

Skills & Abilities:
Able to build positive relationships with Council-wide contacts and partner organisations.

Able to oversee projects and work programmes.

Able to show excellent verbal and written communication by being able to understand and explain complex information to technical and non-technical audiences at all levels.

Good interpersonal skills to communicate with managers and colleagues and to negotiate with and influence a range of audiences

Excellent numeracy and good analytical skills.

Able to work flexibly, cope with competing demands through good time management and work under pressure.

Able to deal with sensitive and contentious issues.

ICT Skills: IT skills including Microsoft packages or equivalent (e.g. G Suite)
