CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, Pneumonia, Diarrhoea, Sexual and Reproductive Health, Cancer, VBDs, Immunization & Tuberculosis. Through its Health Financing and Digital Health programs, it helps ensure access to and continuity of appropriate, quality care.

Project Background
CHAI’s Health Financing program supports governments implementing reforms towards the goal of universal health coverage; ensuring that patients can access the care they need without suffering financial hardship. In India, CHAI staff work closely with the National Health Authority (NHA) and State Health Agencies (SHAs) to build capacity for and support evidence-based decision making in the design and implementation of AB-PMJAY. Our approach is focused on using data analysis and evidence to identify gaps in access to and delivery of services, supporting the SHA in addressing these gaps through policy or process changes and developing robust performance management and monitoring mechanisms that can sustain improved outcomes.
Position Summary
The Associate, Capacity Building position offers a unique opportunity to work as part of a state engagement team in Mumbai to help the State Health Agency (SHA) effectively administer AB-PMJAY towards equitable and sustainable coverage of health services. The successful candidate will work closely with CHAI’s Health Financing team and SHA management to identify capacity enhancement and training needs based on strategic objectives, devise well thought-out and pragmatic capacity building initiatives in line with these needs and lead the delivery of these programs. In doing so, the successful candidate will look to leverage existing learning platforms and engage with institutions and expert stakeholders as resources. Capacity building initiatives may cover SHA management in Mumbai, district- and hospital-level scheme administration staff and key stakeholders such as TPAs (Third-Party Administrators) and health care providers. Learnings from our capacity building work in Maharashtra could inform broader AB-PMJAY capacity building efforts at the national-level and across other CHAI programs as relevant.
The Associate, Capacity Building will report to the Manager, State Engagement, Health Financing, also based in Mumbai.
Responsibilities:
Develop innovative approaches to capacity building, ensuring skills transfer and government ownership for initiatives
Develop a deep understanding of the competencies that require to be built for the effective implementation of state and national insurance schemes (MJ-PJAY and AB-PMJAY)
As a critical member of the state engagement team, work with SHA management to identify capacity building needs in line with scheme-level objectives
Work closely with the Manager, State Engagement and Health Financing program lead to refine and expand the program strategy with respect to capacity building and training, develop and deliver on develop clear operational plans for execution
Contribute to the design and development of capacity building modules for the wider AB-PMJAY ecosystem, to be delivered through the National Health Authority’s (NHA) remote learning platform
Identify potential partners and platforms for content creation and curation, and lead partnership management
Work with the program lead to organize and facilitate learning exchanges, workshops and trainings for practitioner-to-practitioner exchange, to strengthen capacity and knowledge sharing on priority technical topics
Contribute to the writing and editing of reports, presentations and policy briefs on related topics as necessary. Participate in meetings, technical working groups and conferences as required
Establish and maintain effective and collaborative working relationships and engagement with CHAI India and global teams, local institutional partners, and technical/academic institutions at national and state levels, and ensure maximum coordination of resources and effort
Other responsibilities as needed
Qualifications:
Postgraduate degree in Health Systems, Health Insurance, Health Economics, Health Administration or a closely related field is preferred
5+ years of relevant experience in capacity building, training, insurance implementation, healthcare or management/development sector consulting
Demonstrated experience engaging with governments
Demonstrated experience in shepherding initiatives from idea to execution in a multi-stakeholder environment
Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills.
Established track record of preparing high-quality reports, training materials and presentations
Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives
Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure environment
Fluent command of spoken and written English. Fluency in Hindi and additional Indian languages is an advantage
Willingness to travel to other states at short notice to provide technical support (as COVID-19 travel guidance and restriction allow)
Humility and willingness to learn and to share; confidence to ask for help when needed
