Overview

Buckinghamshire Council is a brand new unitary council with ambitions to be the best in the country. A vacancy has become available for an operator in the CCTV Control Room based in High Wycombe. This purpose-built control room provides CCTV monitoring of security and surveillance systems and radio operations. The service operates every day of the year with staff working a variable shift pattern.

About the role

Reporting to the CCTV Operations Manager, the operator will be responsible for CCTV operation of car parks, residential and commercial areas; supporting radio communication; traffic control bollard operation; associated administrative tasks and other security-related functions.

Due to the nature of this post, it is exempt under the Rehabilitation of Offenders Act and full vetting (DBS and Thames Valley Police) will be carried out.

The role involves working rotating shifts which include days, evenings, nights as well as weekend working. Flexibility is required and shifts may have to be changed at short notice.

Key Responsibilities

Understand and operate all CCTV Centre systems in accordance with the Council’s Code of Practice and CCTV Procedure Manual, and provide a pro-active and reactive monitoring service, to assist in the detection and reduction of crime.
To take action in the event of witnessing suspicious activity by contacting the police or other authority and recording all incidents.
Check and ensure all equipment is functional and report equipment faults to the CCTV Supervisor.
Monitor and maintain, radio contact with partner agencies.
Investigate incidents or footage reviews as requested by the police, CCTV supervisor or information governance team, by viewing recorded footage and producing evidential copies if required.
Ensure visitors to the Control Centre sign in and are supervised at all times.
Monitor and manage traffic control bollards.
Provide public assist functions such as road traffic status reports.

Fixed

As a ‘fixed’ worker, you’ll spend most of your time in the same location, which will likely be a fixed office or location where your role is performed. Typically, you’ll be based in the same location as the rest of your team, because you provide a particular service from that fixed location or need access to information there.

About you

The successful applicant should have good customer care and written and verbal communication as well as the ability to keep accurate records. Previous CCTV monitoring and radio usage experience will be advantageous. Experience in dealing with members of the public over the telephone and good basic computer skills are also required. The applicant should have the ability to remain calm under pressure, be a good team player with a strong commitment to the development of the service. Good observation skills are essential.

Holding a Public Space Surveillance CCTV SIA licence is desirable, but full system training will be provided and the successful applicant will be required to obtain the CCTV SIA licence as set out by the Security Industry Authority (SIA).

Candidate Requirements

As a CCTV Control Room Operator, you will be required to remember details and produce evidential statements.
You will be able to deal with day-to-day operations problems and be able to identify and make recommendations for changes and improvements.
The CCTV Centre is subject to regular upgrades and expansion of its services, so a flexible attitude and a willingness to learn new techniques are appreciated.
Total confidentiality and sensitivity are needed in this role as the CCTV Control Centre is run in partnership with the Thames Valley Police.
You will have to use your own judgements and be able to make decisions on your own.
Must be able to work under pressure, multi-task and prioritise.
Deal with all aspects of emergencies
Shift working is a must and includes weekend work. You will be expected to work overtime as and when required.

Qualifications

Minimum of 6 months previous experience in a CCTV Control Room
Customer service or care background preferable
Good basic PC/IT skills, especially data entry
Good communication skills (written and on the phone/radio)
Good general standard of education (GCSE), including a good pass in English
Knowledge of the relevant legislation, codes of practice and partnership working desirable but not essential as you will be trained appropriately.
