Overview of the programme

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse.
Underlying Values and Core Functions of WHO

Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life people in India by supporting the government to ensure better health and wellbeing of the population through strengthening the prevention and control
of Noncommunicable Diseases (NCDs), improving health systems for achieving UHC targets, providing assistance for the promotion of health and the prevention of premature death and disability by addressing key health-related social, environmental, and behavioural risk factors and determinants of relevance to NCDs and the life-course.

Description of Duties:
The purpose of this position is to provide strategic technical support at the national and subnational level. The proposed HR support aims to strengthen continuum of care for common NCDs across primary, secondary, and tertiary levels of health care. It focuses on the mandate for prevention and management of diabetes and hypertension, cancer of the cervix, comorbidities, and complications of uncontrolled disease, as well as palliative care and rehabilitation.
S/he will liaise between the WHO-NCD Medical Officers at subnational level, NPCDCS, State Health Department, to coordinate and facilitate implementation of the strengthening “Continuum of NCD Care”. The Medical Officer (MO) will also liaise across academic institutions and other technical partners at the national and subnational level for preparing relevant guidelines. The MO will further support in building partnerships across government levels, private sector, and UN agencies to mobilize pooled procurement and availability of common NCD medicines and technologies.
The incumbent will work under the overall guidance of Team Leader (NCD) and direct supervision of NPO (NCD). S/he will have the following responsibilities in her/his assigned area of work:
Provide technical support to WHO Country Office, MoHFW and State Governments for implementing NCD projects (including donor supported NCD projects) and coordinate in planning and implementing evidence-based and people-centred integrated NCD services at state and district level;
Plan and manage regular meetings between the NPCDCS, State implementing teams and other authorities, and provide continuous feedback to the MoHFW, WHO and other stakeholders on the progress of state implementation workplan;
Build synergies between the NCD Team and different units of WHO Country Office (health system, MCH, TB), knowledge partners, as well as technical experts at National and State level for Integrated NCD service delivery and strengthening “Continuum of NCD Care”;
Closely monitor the progress of projects and liaise with different levels of WHO and ensure regular compilation of the implementation reports and share with the donor;
Analyse information on NCD service performance measures and other relevant activities to assist the country office in monitoring and ensuring coordination of different project activities in focus states and districts;
Develop implementation plan and protocols to evaluate the progress of projects and compile implementation reports, write case studies on progress of donor supported and any other Government supported projects and submit to the WHO Country Office and relevant stakeholders on a regular basis and as needed;
Share the lessons of projects and collaborate to integrate multi prong approaches to NCD capacity building and delivery of people centred NCD services at the primary health care level;
Consolidate reports from States and other implementation sites and submit both physical and financial progress to WHO-India Office;
Monitor book of accounts for the projects; and
Perform any other duties as assigned by the supervisor(s).

QUALIFICATIONS REQUIRED

Education:
Essential: University degree in Medical Science (MBBS) or equivalent in related field from a recognized institution/university.
Desirable: Post graduation in Public Health or other allied fields.

Functional Skills and Knowledge:

Excellent knowledge of written and spoken English. Proficiency in computer applications and ability to draft reports. Ability to have close collaboration with states and other national staff members. Excellent drafting skills to produce reports, policies, documents on subject matter(s)and deliver verbal presentations.

Experience:
Essential: At least two years of professional experience in health service delivery at national or state level, and experiences in project management
Desirable: Working experience with intergovernmental agencies at the national and state level will be an advantage. Work experience in handling NCD and other relevant projects will be an asset
RENUMERATION

Monthly remuneration is INR 196,550 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted at New Delhi. The position may require extensive travel (can be up to 15 days in a month) to the states and districts.
