DEPARTMENT OVERVIEW

Campus Advocacy, Resources and Education (CARE) is the confidential advocacy and prevention education office for sexual and gender-based violence and misconduct and is affiliated with Student Health Services on the University of California Santa Cruz campus. The CARE Office is staffed by the CARE Director, the CARE Advocates, the CARE Prevention Education Coordinator, and the CARE Intake Coordinator.

CARE supports survivors of sexual assault, stalking, and dating/domestic violence, as well as their significant others and allies. CARE also promotes a sex-positive consent culture on campus through scientifically driven and evidence-based programming, training, workshops, and consultation for students, staff, and faculty.

Student Health Services (SHS) is a full-service medical facility offering clinical, educational, and psychological support services to diverse students on the UC Santa Cruz campus. Comprising a variety of Clinical Services, including Counseling and Psychological Services (CAPS), Laboratory, and X-ray, SHS also has an onsite-retail pharmacy, offering both prescriptive pharmaceuticals and over-the-counter products. We welcome staff with interest and experience in working with students with a wide range of ethnic, cultural, and gender identities.

JOB SUMMARY

Reporting to the Associate Vice Chancellor for Student Health and Wellness, the CARE Director is responsible for full programmatic authority for the confidential campus advocacy and prevention services for sexual assault, dating and domestic violence, and stalking. The CARE Director establishes and achieves departmental goals and objectives through coordinated achievements of all CARE professionals and student staff. This position serves as a manager and university spokesperson, expert, strategist, policy analyst, and advocate for all campus-wide interpersonal violence issues related to students, staff, faculty, and the Santa Cruz community.

The CARE Director is responsible for critical incident management, consultation to leadership on high-risk scenarios and evaluating and responding to campus climate issues. The position participates on and leads committees and task forces responding to a variety of issues and handles sensitive situations as needed. The CARE Director ensures the implementation of scientifically driven prevention education best practices for students, staff, and faculty and is directly responsible for the supervision of staff and the education of students, staff and faculty in relation to sexual violence and assault.

The CARE Director must have a strong theoretical and philosophical foundation in student services with specialized expertise and knowledge of the effects of sexual assault on victims, survivor recovery, medical and legal procedures, and university adjudication procedures. The CARE Director conducts risk mitigation for the health and safety of the campus, and is considered a subject matter expert on campus, using institutional knowledge, best practice, and expertise in victim advocacy to serve the campus community.

JOB DUTIES

60% – Organizational Management and Supervision

Responsible for CARE Department strategic planning, providing confidential advocacy for survivors of sexual assault, dating and domestic violence, and stalking as well as prevention education for the UC Santa Cruz community. Responsible for developing and implementing short and long-term goals as well as policies and procedures for the CARE Department.
Manages and supervises professional advocacy staff: Advocates, Prevention Education Coordinator, Intake Coordinator, and student staff. Ensures quality and standards of service provided by CARE staff, in accordance with relevant laws, policies, confidentiality requirements, and professional best practices.
Monitors continuing education and maintenance of staff Domestic Violence and Sexual Assault Counselor Certification. Ensures proper stewardship of confidential client information.
Ensures all CARE services and programming is survivor-centered, trauma-informed, intersectional, and empowerment-based.
Additional supervisory roles include hiring, training, evaluative feedback, scheduling, time-off requests, and management of time reporting records. Responsible for performance management of CARE staff in accordance with UCSC guidelines including coaching, counseling, discipline and dismissal;
Prepares probationary and annual performance evaluations adhering to internal and campus deadlines; Monitors and encourages staff participation in continuing education and professional development activities. Applies appraisal techniques and employee relations principles to effectively and fairly review and evaluate job skills and performance.
Develops and maintains an open communication environment; Works cooperatively with all staff to ensure open and direct communication. Resolves conflicts and responds to employee grievances in accordance with UCSC guidelines.
Oversees budget expenditures for the CARE Office, and participates in long-range budgetary and space planning for the CARE Office. May be responsible for administering grants related to advocacy and prevention education efforts.
Provides annual data analysis on CARE services. Reviews aggregate data from case files and other sources to identify trends and adapt services, outreach, and education to reach communities that are underserved or have additional vulnerabilities.
Serves as university spokesperson regarding sexual violence to the media, local law enforcement representation and City and County agencies.
Represents UC Santa Cruz on CARE Council, collaborating with other UC CARE Directors to share developments in the field and best practices, development and implementation of UC policy related to Sexual Violence/Sexual Harassment (SVSH), legislation advocacy related to interpersonal violence and campus response, and coordination with UC Office of the President on compliance with SVSH Task Force mandates.
Coordinates development and implementation of annual campus-wide educational programs to eradicate interpersonal violence, and foster a culture of consent and respect on campus. Oversees the CARE Prevention Education Coordinator in development and implementation of scientifically driven and evidence-based prevention programs.
Ensures outreach and accessibility of CARE services is intersectional and responsive to campus climate needs.
Serves on ad hoc and standing committees as needed.

25% – Consultation, Compliance and Outreach

Serves as campus expert regarding all services available and of rules, regulations, policies and procedures, legal and social realities connected to interpersonal violence. Trains campus departments on institutional policy and issues regarding interpersonal violence and trauma-informed best practices.
Ensures campus compliance with relevant federal, state, campus, and system-wide policies and legislation. Regularly advises campus administration and faculty on the development and implementation of policies and procedures regarding interpersonal violence.
Provides critical incident management and consultation to leadership on high-risk scenarios and responding to campus climate issues.
Collaborates with UCOP, systemwide leadership, and local partners to provide expertise in policy development and implementation. Assists in developing and coordinating policy communications. Promotes trauma-informed practices in administrative processes by training, consulting, and advocating with campus and systemwide partners.
Facilitates initiatives with the UCSC Police, Santa Cruz Police Department and Santa Cruz County Sheriff’s Department to develop, maintain, and present crime prevention information related to interpersonal violence. Represents the University on county SART (Sexual Assault Response Team) committee.
Provides expertise to the Title IX Office, Student Conduct, Academic Personnel Office and Staff Human Resources to develop, maintain, and present SVSH policy violation information related to interpersonal violence.
Manages delivery of specialized training for campus and community constituents on trauma-informed practices, victim rights, risk mitigation, policy compliance.
Consults with campus units regarding climate issues and timely and appropriate response to local and national issues of sexual and domestic violence.

15% – Advocacy: Case Supervision

Provides supervision and advising to Advocates providing confidential services to people affected by interpersonal violence, including students, staff and faculty.
Provides expertise on case management for survivors, including requesting VAWA (Violence Against Women Act) accommodations and coordinating services with relevant on and off campus departments and agencies. Assists Advocates in complex case management and problem solving to best serve the interests of the survivor.
Serves as an expert in advising, trauma-informed practices, and policy implementation for Title IX process from initial consultation through investigation/alternative resolution, appeal hearings and final case dispensation.
Advises and collaborates with Residential Life, Academic Advisors, Title IX Office, Dean of Students Office, Student Conduct Office, Campus Counsel and faculty in cases of sexual violence.
Participates in weekly Case Management Team (CMT) meetings with Title IX, Student Conduct and Respondent Services to ensure consistent campus response to reported incidents of sexual violence, and to provide expertise and training on trauma-informed best practices.
Leads weekly CARE case management meetings with confidential CARE staff and CAPS Trauma-Focused Psychologist to provide case supervision for CARE Advocate and CARE Prevention Education Coordinator. Ensures consistency in advocacy services, privacy and information-sharing practices and data collection and tracking. Provides guidance in cases with no clear precedent.
Develops and maintains relationships with local community-based organizations to assist with advocacy and referral efforts.
Collaborates, communicates with, and advises faculty, administrators, law enforcement, and off-campus agencies in crisis situations related to sexual violence.
Responsible for timely and appropriate communication with campus administrators and law enforcement regarding campus safety particularly in cases of active stalking and active domestic violence issues.
Maintains confidential case files so that baseline statistics and trends can be determined and reported.

REQUIRED QUALIFICATIONS

Bachelor’s degree in social work, counseling or related field.
Strong knowledge of interpersonal violence advocacy, trauma-informed practices, advocacy for survivors within the legal system, and Title IX policies and procedures; Thorough knowledge of applicable laws and ethical standards associated with the profession.
Minimum one year of rape crisis counseling experience, providing confidential advocacy services to individuals who have experienced sexual assault, dating and domestic violence, sexual harassment and stalking.
Two or more years of management experience supervising professional staff.
Demonstrated supervisory skills sufficient to provide expertise, guidance, case consultation, and professional development to Advocates.
Advanced skills in assessing levels of emotional distress and reacting appropriately.
Experience creating, supervising, implementing and assessing prevention education programs.
Demonstrated knowledge of and ability to apply social justice fundamentals to sexual violence prevention, including policy development and community organizing.
Ability to exercise mature, professional, independent judgment and apply and flexibly use a wide range of advocacy skills to make professional decisions and recommendations in responding to critical incidents and high-profile cases.
Ability to handle difficult decisions when university policy is ambiguous or there is no clear precedent or the client’s reaction to advocacy methods may be less predictable.
Experience interacting with diverse individuals of various ethnic, racial, social, cultural, economic, political, sexual orientation and gender identities.
Experience in strategic planning, establishing programmatic goals and objectives. Ability to communicate clear vision and attainable goals and gain results in a timely manner.
Strong skills in decision-making, analysis, critical thinking, project management and organizational leadership.
Strong interpersonal skills needed to interact effectively and work in a highly collaborative manner at all levels within and outside the campus.
Ability to manage fiscal resources effectively.
Strong written communication skills. Ability to write, edit and proofread correspondence and other materials that reflect professionalism and attention to detail, ability to convey clear and accurate information in written form.
Strong oral communication skills; Ability to speak clearly and present detailed and complex information.
Advanced experience speaking in front of diverse audiences and the ability to adapt materials quickly so that the audience can understand the concepts being presented.
In-depth experience with personal computers; ability to effectively use/operate word processing, presentation, spreadsheet, database, email, calendar, internet software and applications and other key programs necessary to perform the requirements of the position.
Ability to maintain strict confidence of privileged information and perform a wide range of duties that require tact, sensitivity, independent judgment, diplomacy, organizational skills, flexibility and discretion.

PREFERRED QUALIFICATIONS

Master’s Degree in Counseling, Psychology, Social Work or a related field.
Is a qualified psychotherapist under the California evidence code or has one year of counseling experience with six months rape crisis experience.
Experience managing an advocacy program for interpersonal violence on a university campus.
Experience creating, supervising, implementing and assessing campus-wide prevention education programs.
Experience with client management software, especially Osnium.
Experience applying for and managing large grants.
Ability to provide crisis advocacy support in a language other than English.

SPECIAL CONDITIONS OF EMPLOYMENT

Selected candidate will be required to pass a pre-employment criminal history background check.
Must posess or be able to attain:
California Certification for Sexual Assault Crisis Counselor Training.
California Certification for Domestic Violence Advocates.
Must be able to work a flexible schedule and able to provide services, advocacy and crisis intervention during non-business hours as appropriate.
Must be able to maintain confidentiality within the bounds of applicable laws and regulations.
Will be required to complete Title IX (Sexual Harassment Prevention) training every two years.
Required to take HIPAA (Health Insurance Portability and Accessibility Act) training within 30 days of hire.
