Qualifications required:
• University degree (Master’s or equivalent) in urban development, engineering, environment, sustainable development, social, political, or economic sciences or relevant, directly related discipline; • Solid knowledge of EU urban, climate, environment and energy policy; • A good understanding of the EU development cooperation policy and EU Member States financing mechanisms for development and financial regulations governing their budgets; • Ability to operate in the English language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience; • Ability to operate in French, Spanish or Portuguese (B2 level) is an asset; • Advanced IT skills.
Professional experience required:
• At least 12 years of professional experience in Sustainable Urban Development in the context of international cooperation; • At least 6 years of professional experience as a Team Leader; • At least 4 years of field experience in the areas of Urban planning, Waste management, Sustainable urban mobility, Urban finance, Smart cities or Urban resilience on project design and implementation in a devel-oping country; • Experience in multi-country programmes is an asset; • Previous experience with EU-funded projects is an asset; • Training delivery and knowledge sharing experience is an asset; • Experience in gender mainstreaming related to his/her area of expertise is an asset.

NIRAS is looking for Team Leader in order to lead the implementation of the Urban Development Technical Facility to improve the quality and impact of European Commission’s external actions in support of urban development at local, regional and global level. An EU Platform for greater coordination and alignment on sustainable urban development will be created and supported. Dialogue, identification, formulation and delivery of EU urban development related actions will be improved. Knowledge on sustainable urban development will be created and shared within the EU Commission, development partners and partner countries.
