Job Description : BDS are recruiting for a chief accountant for a local district council based in the Surrey area.The role is to lead, manage and develop the operational aspects of the Council’s financial processes ensuring that these are efficient, effective and add value to the Council. You will also support the Financial Services Manager in ensuring that managers and staff are adequately trained in financial processes and procedures. Some of your duties will be to ensure that any charity accounts, the parking account and any other ad hoc accounts are completed, and where needed, audited, on a timely basis.You will lead on the day-to-day operational liaison with the external auditors for the audit of the statement of accounts and also on any other financial issues as directed by the Financial Services Manager as well as undertake committee work as required, including drafting reports, attending committees of the Council, reviewing committee reports and providing S151 Officer commentary.The ideal candidate will be proficient inClosure of the accounts at year-end and producing the statement of accounts for the Council and any subsidiariesTreasury management strategy, mid-year monitoring, outturn and the day-to-day treasury activitiesSystems accountingAccounting for taxationTransactional accountingStatutory financial returnsExperience:Professional accountancy qualification, preferably with CIPFA or another CCAB member (ICAEW, ACCA, CIPFA, ICAS and Chartered Accountants Ireland) or CIMAExperience of providing financial advice and information to officers, councillors, external organisations and members of the public, in writing and also in person when at meetingsProven experience of successfully managing teams and able to demonstrate good practice in performance management including how to motivate staff and deal effectively with difficult issuesExperience of using financial management systems, for example, Integra, SAP, Agresso etc.Able to demonstrate expert knowledge of financial processes and procedures.Hours; 35hrs per weekPay; £49,404 to £53,800Location; Pippbrook, Dorking & working from homeTemporary ongoing position to start ASAP.Job Types: Full-time, TemporarySalary: £49,404.00-£53,800.00 per yearSchedule:Monday to FridayApplication question(s):Do you have a professional accounting qualification?
