Job Description : Job Purpose
To play a leading role in providing a comprehensive, effective, and efficient management accounting service across the University.
To provide high quality technical support across the University through insightful analysis and issue resolution.
To support and develop enhanced liaison between the central Finance Office and Colleges, ensuring accurate, timely, relevant, and reliable information allowing delivery of a customer service focus
To support in preparation of the External Management Reporting requirements of the University
To continuously improve processes and procedures to support efficient and effective operations within a strong internal control environment.

Main Duties and Responsibilities
1. Support the delivery of an effective budgeting and planning process across the University.
The role holder will work with the Head of Planning to agree the annual timetable and underlying assumptions to be used in preparation of the University’s three-year budgets. The role holder will define the financial budgeting templates required for College Finance teams and provide appropriate training and guidance. The role holder will ensure that key milestones are delivered and will consolidate the budget inputs for review with the Finance Office Directorate ahead of meetings with key members of the Senior Management Group. The role holder will also take the lead in producing the financial budget papers for meetings with the Senior Vice Principal and Deputy Vice Chancellor (Academic), the Director of Finance, the Principal and Finance Committee.

2. Provide an effective, efficient, and consistent financial management reporting service across the University The role holder will co-ordinate all month-end activity across the University, including timetabling, transaction processing, provision of standard reports to the College Finance teams and definition of the inputs required from the College Finance teams. The role holder will also consolidate, review, and challenge the monthly results and forecasts ahead of publishing to the Executive Director of Finance and Senior Management Group. The role holder will also ensure that specific balance sheet reconciliations are performed, in liaison with the Financial Accountant. The role holder will also be expected to continually review the University’s financial reporting and identify opportunities for enhancing the information provision whilst improving the efficiency and automation of the report preparation.

3. Process efficiency and effectiveness
The role holder will be expected to play a key role in optimising the service that the management accounting team provide to the College Finance teams and remove duplication and wasted effort. They will have a clear understanding of the needs of the customer base and will work to provide an effective service level delivery. In doing so they will be expected to work closely with College Finance staff and Financial Accounting staff to ensure that management reporting and the underlying data integrity and processing is delivered in a controlled, effective, and efficient manner utilising a standard corporate process.

4. Internal Controls
The role holder will be responsible for monitoring and development of internal control system to ensure University finances are well controlled. Work with the central Colleges to ensure internal controls operate on the preferred corporate system and process.

5. Leadership of team / Organisational Development
The role holder will line manage one staff member within the management accounting team and will ensure that all aspects of development and review are in place across for that employee

6. External Management Reporting requirements of the University
The role holder will support in preparation of a number of financial returns and other external management reporting requirements (SFC, TRAC, Knowledge Transfer Grant, RAE & MVI) ensuring that the underlying models and data preparation are performed in a timely and accurate manner.

7. Other Duties
Attend meetings as required and deputise for the Deputy Head of Management Accounts. Provide high quality and specialist advice & guidance on financial information and university policy

Knowledge/Qualifications
Essential
A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles. Or, Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management role(s).
A2 Chartered Accountant or Equivalent, or qualified by experience, with up to date knowledge of policy & procedures.
A3 Knowledge of financial & accounting procedures.
A4 Comprehensive knowledge of business processes.
A5 Proven track record in a large complex environment.

Experience
Essential
E1 Substantial relevant post qualification financial and management accounting experience within a large, complex organisation.
E2 Experience of working with and influencing at various levels across the organisation including senior management.
E3 Successful track record of working with non-financial managers to drive improvements in decision-making and financial performance.
E4 Significant practical experience of using computerised finance systems.

The role holder is required to plan workload to meet monthly and weekly deadlines. The monthly accounting and reporting timetable largely determines the activities of the job holder.
The role holder will be responsible for balancing robust insight, financial control, and delivery within agreed timelines.
The role holder must have the ability to balance competing workload priorities often at short notice.

The role holder is required to influence and challenge the decision-making of senior colleagues across the University by providing professional financial expertise
• The role holder is expected to facilitate solutions where disagreement exists across a range of stakeholders. • The role holder is responsible for identifying and proposing any changes in policy to the Head of Management Accounts.

Problem Solving
The role holder is required to provide support for judgements on financial decisions and risk where there is no precedent and where other leading opinions may conflict.
Through application of their analysis the role holder is expected to support the identification and successful resolution of business issues.
The role holder is responsible for balancing process efficiency against sound financial control

Accurate reporting of income of £813m per annum and costs of £696m per annum
• Number of Staff FTE – 6,829 • Number of Student FTE – 30,000+

Terms & Conditions Salary will be on the Management, Professional and Administrative Grade, level 8, £44,706 – £51,799 per annum.

This post is offered on a full time (35 hours) and open-ended basis.

New entrants to the University will be required to serve a probationary period of 6 months.
