The State of New Hampshire, Department of Information Technology, CIO Office, Bureau of Finance & Administration has a full time vacancy for an Accountant III.
SCOPE OF WORK : Evaluates and monitors accounts payable functions, supervises and produces financial reports, and reviews database programs at the Department of Information Technology (DoIT), Bureau of Finance and Administration, Business Office; serves as the backup for the Cost Allocation Accountant.

ACCOUNTABILITIES:
Assigns and supervises activities related to cost allocation, such as statistics collection, data processing, and DoIT invoice accuracy.
Presents information to clarify policies, procedures and standards as well as recommends policy or procedural changes or alternate work methods to employees, other state agencies, and vendors.
Supervises and conducts complex cost allocation and statistical research to produce documentation and management reports for state agencies and the Department of Information Technology.
Participates in conferences with superiors in discussion of general procedures and policy, and gives advice to resolve technical, fiscal or accounting problems.
Works with state agencies and DoIT managers to ensure that cost allocation methods, job numbers and agency information is accurate and timely.
Analyzes encumbrances, purchase orders and contract revisions and liquidations. Resolves problems associated with payment vouchers and purchase requisitions with vendors and other state agencies.
Analyzes old year encumbrances and makes recommendations to liquidate the obligation after consultations with the appropriate personnel within the various agencies.
Proposes and prepares transfers of expenditure, encumbrance adjustments and transfers of appropriation as needed. Prepares financial projection reports.
Trains agency accounting staff on procedural and technical matters and reviews work performance of lower level accountants or business office staff for technical adequacy and accuracy.
Assists supervisor in the development of operational policies and procedures, planning and coordinating program activities and training subordinates.
MINIMUM QUALIFICATIONS :
Education : Bachelor’s degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience : Three years’ experience in accounting or auditing work, one year of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification : Must be eligible to hold a valid New Hampshire driver’s license and have access to transportation for use in statewide travel.
