GENERAL PURPOSE:
Performs a variety of professional accounting work, requiring the discretion and application of governmental and general accounting theory relating to one or more of the following functions: financial analysis, auditing and verifying fiscal records and reports, preparing financial and statistical reports, providing information to City staff regarding accounting practices and procedures, reconciling general ledger accounts, preparing year-end audit reports and schedules, assisting with the preparation of annual comprehensive financial report (ACFR), assisting in preparing the City’s long range financial planning for all City funds, performing and reconciling physical inventories, maintaining City’s fixed asset records, tracking and reconciliation of Federal and State grants.
The salary range for this position is $53,300- $82,700 per year with a hiring range of $53,300 – $68,000, depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS:
Month and Year End Closing
Perform month and year-end closing by verifying that all cash receipts, journal entries and system updates are completed and by verifying that all funds are in balance. Posts required journal entries before close is performed. Coordination with other departments/divisions is necessary.
Bank Reconciliation
Prepare monthly bank reconciliation for depository and checking accounts, reviewing for accuracy and comparing to bank records all transactions affecting cash; including returned checks, payroll, investment transactions, wire transfers, accounts payable checks, cash receipts and charge sales including postings from various system modules. Reconcile and produce monthly listing of outstanding accounts payable checks. Monitor returned check activity throughout the month. Prepare adjusting journal entries as needed to properly record all activity in regard to cash. Research all outstanding items and make appropriate journal entries.
Financial Analysis
Maintain accounting files by reviewing and analyzing a variety of accounting transactions for accuracy and propriety and by preparing adjusting journal entries as required. Assure interface accuracy between the general ledger and other subsidiary modules. Interpret and assure compliance with appropriate federal, state, and departmental laws, rules & regulations & standards in areas of accounting and reporting. Perform month end and year end analysis of funds, financial statements and department data submittals for annual audit.
Financial Reporting
Prepare financial reports for City departments, budgets, general ledger account balances, revenues and expenditures as appropriate. Assist in annual audit process by preparation and analysis of year-end financial statements by reviewing, reconciling, compiling and evaluating accounting records and preparing year-end audit work papers for individual funds. Interact with external auditors as required.
Department Liaison
Provide assistance to departments in accounting, reporting, budget development including budget preparation meetings and long-range planning by projecting or analyzing revenues, expenditures, rates, etc,. Research financial transactions and provide professional advice to others in the resolution of difficult accounting problems and answer inquiries from other departmental personnel concerning accounting policies and procedures. Guide and train department personnel as needed in use of the financial computer modules. Write reports from financial system for departments as requested. Answer any financial related questions from departments or outside customers.
Fixed Assets/Inventory
Maintain fixed asset accounting records including accuracy of changes and completeness of inventory according to accepted standards. Perform asset inventory of enterprise funds annually. Prepare fixed asset schedules and depreciation for auditors and the annual ACFR.
Capital Projects:
Provide tracking and reporting for capital projects. Design, maintain and prepare financial reports used by project managers. Set up projects, maintain and reconcile project cost reports. Assist project managers with financial information including query regarding project reports/budgets. Train and update project management staff on financial system. Complete complex analysis of restricted cash accounts based on financial activities to prepare necessary inter-fund transfers.
OTHER JOB FUNCTIONS:
Performs special financial research projects assigned by the Accounting Manager. Evaluate financial systems, develop accounting and operational process improvements along with other challenging assignments and recommend changes. Provide backup support for other accountants within the finance department by maintaining a current knowledge of other procedures used. Establish and maintain effective communications with customers by giving, receiving and clarifying information in a courteous and professional manner. Analyzes complex financial data and extracts and defines relevant information; interprets data for others. May be required to backup payroll processing and Grant Accountant.
JOB QUALIFICATIONS
Knowledge, skills & abilities
Comprehensive and working knowledge of the theory, principles, methods and practices of governmental accounting. Knowledge and/or work experience with computerized accounting system and ability to use both mainframe and personal computers. Communicate effectively both in writing and orally. Establish and maintain effective working relationships with other employees and the public. Familiarity with modern office management practices. Ability to interpolate data from printed ledgers on a daily basis. Work with little or no direct supervision. Ability to create and maintain complex Excel spreadsheets. Knowledge to learn and create mainframe queries. Knowledge of fixed asset reporting, Federal and State grant management processes, and payroll processing and taxes.

Education and/or experience:
Bachelor’s degree from an accredited college or university with major course work (30 or more hours) in accounting required. Knowledge and/or experience with a computerized accounting system(s) and Microsoft Suite required. Three (3) years professional experience in governmental accounting desired. Governmental accounting courses included in curriculum preferred.

Working conditions and physical requirements:
Work is generally performed in an office environment that may require bending and kneeling, sitting for extended periods of time, reaching and repetitive keyboard motion. The nature of the work requires extra hours during fiscal year end and sporadically through out the year. Light physical effort required by moving and positioning objects up to 20 pounds occasionally and/or up to 10 pounds frequently.
