Main Purpose of Job
The Accounting Specialist position provides support to the Accounting Operations Function for the Governor’s Office of Crime Prevention, Youth, and Victim Services (GOCPYVS) Division. In this capacity, the Accounting Specialist will ensure all fiduciary responsibilities are met in accordance with State and Agency guidelines. This position will assist with Accounts Payable transmittal processing, Accounts Receivable drawdowns, Journal entries and G/L maintenance, weekly Payroll reconciliation, Agency support/research and follow up with external stakeholders, Data collection and issue resolution pertaining to fiscal matters, and other fiscal/ad hoc activities as assigned.
POSITION DUTIES
Accounts Payable processing of vendor invoices and agency operating expenditures, Expense reports, and etcetera

Accounts Receivable Federal drawdowns and receipt verification and bank reconciliation

Month end closing activities, support agency journal entry processing

Weekly payroll Reconciliation and review

Provide Agency support and issue resolution for fiscal discrepancies, check/payment research, and vendor follow up

Assist Management with fiscal projects and adhoc reporting
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master’s degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

Experience examining, analyzing, and interpreting accounting transactions and systems, reviewing records and reports by applying Generally Accepted Accounting Principles

Professional experience with Accounts Payable, Accounts Receivable.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
