OVERVIEW:
Reporting directly to the Chief Financial Officer, the Federally Qualified Health Center Controller will work closely with Finance, Revenue Cycle, Administration and all other applicable departments for the development of reimbursement strategies. They will work collaboratively with Finance Department, including financial analysts, accountants, revenue cycle analyst, and operations team, to ensure they are meeting departmental goals.
The Controller will lead and direct all financial activities, including accounting, financial forecasting, financial reporting, payor contract management, and control/monitoring of financial functions. Utilizing their advanced computer skills, including Microsoft Word and Excel, the Controller will help prepare and oversee monthly financial statements, quarterly and annual cash flow forecasts, as well as the operating and capital budgets. In addition to supervising all financial activities, the Controller will also act as a liaison between heads of Health Center departments, relaying all information regarding department budgetary reports. Other responsibilities include: year-end audits, revenue cycle, reimbursement and internal, external, and regulatory requirements. Furthermore, the Controller will lead by example, to uphold the values and mission statement of the Advantage Health Center.
DUTIES, FUNCTIONS AND RESPONSIBILITIES:
Collaborates with chief financial officer and department heads to plan and monitor budget and fiscal integrity for a given year consistent with company mission and goals.
Prepares all financial reports, assists with budgets and financial forecasts ensuring accuracy in trends and costing across all companies.
Recommends benchmarks for measuring the financial and operating performance of divisions and departments.
Facilitates timely closing of monthly financial records and preparation of accurate financial reports.
Monitors and analyzes monthly operating results against budget and collaborates with department heads on means of improving trends.
Oversees daily operation of entire finance department.
Ensures compliance with local, state and federal regulatory reporting requirements and prepare required compliance reports.
Oversee functions of General Accounting, Accounts Payable, Reimbursement, and Payroll departments.
Prepares data for Medicaid and Medicare cost reports.
Ensures compliance with all GAAP standards.
Works with department managers and corporate staff to develop long range business plans for the company.
Establishes and implements short and long-range departmental goals, objectives, policies and operating procedures.
Prepares general journal entries in relation to monthly closing of financial records
Maintains accurate records of fixed assets.
Reconciles balance sheet accounts on a monthly basis.
Directs financial audits and provides recommendations for procedural improvements.
Develops and maintains thorough financial procedures for the organization including payroll.
Assure compliance with federal and state laws and regulations.
Maintain knowledge/understanding of 340B programs and compliance requirements.
Maintain a system of internal control throughout the hospital; develop/maintain accounting policies and procedures that ensure financial information that leaves the department is accurate and free from significant errors or omissions.
Monitor daily cash flow; make investment decisions and direct investment activities of external investment manager in accord with investment policy.
Oversee annual audit of hospital financial statements.
Ensure appropriate reimbursement from major third-party payers by directing the preparation of cost reports, reviewing financial statements, related appeals, monthly accounting, and other reimbursement opportunities.
Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
The Controller would know the mission, vision and goals of the agency and be able to analyze the financial data to determine if the agency is in line with these goals. The incumbent should also have advanced computer skills, communication skills, and people skills. He/She should be familiar with non-profits and the government regulations regarding IRS reporting, grant reporting, and medical reporting.
MINIMUM QUALIFICATIONS:
BA Accounting/Finance or Business Administration; CPA or MBA; 10 years high-level accounting experience or 3-5 years experience with CPA firm; direct experience with nonprofits
