Job Description : The Cost Controller (CC) role is a critical part of the Engineering and Construction organization. The overall function of CC is to oversee the Plant’s capital project portfolio to provide cost reporting, analysis, control and forecasting. This role provides independent budgetary oversight, proactively identifies project budget issues, and assists the Project Manager (PM) implementing the best solutions to address project cost issues. There will be routine interface with project managers, engineers, discipline leads, the project team, finance analysts and contractor personnel.
CC ESSENTIAL DUTIES AND RESPONSIBILITIES
Monitor actual and committed expenditures to ensure the project remains within budgetary limits.
Execute monthly financial reporting though SAP and Baysim.
Control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.
Manage planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress, etc.
Lead technical and commercial review of contractor’s quotations for the preparation of Service agreements (Bid Tabs) for large capital expenditures.
Drive effective project implementation and utilize productive reports from the creation of WBS with the use of the project management system to monitor the status of all purchases, invoicing and delivery up to the closure of the project.
Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.
Attend project meetings and discussions with the PM and external clients
Execute project costing related reporting to the team and management’s review on a
monthly basis to ensure that expenditures are kept within the project budget.
Provide cost control and planning advice to the internal PM team as and when required.
Identify and highlight ways to minimize the expenses incurred by the project, by identifying areas of cost saving. Identify and quantify hidden costs such as freight, markups, vendor fees, etc.
Ensure that a robust Change Management system is in place and is being followed.
Evaluate bid packages to check for fit to budget and project goals
Perform scenario analysis for the PMs to select the optimum solutions to project cost issues.
Track and trend contingency and monitor discretionary spending.
Track Engineering Design and Construction productivity and provide trend analysis.
Review cost estimates. Make recommendations for future budgets or procurement strategies.
Own and maintain all quarterly forecasts in Baysim.
Create WBS elements in SAP for approved projects.
Manage project closures.
Execute project accruals.
Align with Construction Coordinators to purchase items below the $5000 limit that should be purchased on the company card. Transfer those costs to project afterward on the expense report.
Undertake any other ad-hoc duties as required.
EDUCATION AND/OR EXPERIENCE
BS / BA from an accredited university
Min 5 years relevant and similar capacity in project estimating and cost controlling
Technically strong in project cost planning, scheduling and reporting
Knowledge in the use of MS Project and SAP software is required
Demonstrate strong interpersonal, communication and presentation skills
Strong analytical and problem-solving skills
Possess good project background and technical writing ability and skills
Demonstrated leadership with an emphasis on safety
Understanding of the plant culture and business direction
Knowledge of process operations and plant maintenance
Delegation, leadership and influencing skills
Ability to manage and influence a diverse workforce
Knowledge and application of company business standards and good practices
