About the Job:
Reporting to the Controller, the Project Costing Accountant is responsible for a list of high-profile, critical activities on the behalf of senior leadership within the Finance Division and the larger agency as a whole.
This position has responsibilities for the preparation, completion, and overall accuracy for the A-133/Schedule of Expenditures of Federal Awards (SEFA) Report. This position oversees the setup and tracking of Federal grant funding and State funds through the State of Indiana’s system of record, PeopleSoft Financials (Encompass). This position extensively utilizes the Commitment Control, Project Costing, and General Ledger modules of Encompass to develop projects in coordination with project area subject matter experts, Grants Management Specialists, the Controller, the Chief Financial Officer, and where needed, external senior leadership from other state agencies. These projects must adhere to Federal and State rules, regulations, policies, procedures, and guidelines and must be uniformly consistent with the Federal grant award. The Project Costing Accountant plays an absolutely critical role in grant processing, tracking of expenditures, and revenue, calculating State match as well as potential splits with other agencies, and ensuring overall fiscal compliance. This position is often the central hub of information between ISDH program areas, Finance Division leadership, and the Office of Grants Management.
A Day in the Life:
The essential functions of this role are as follows:
Create, amend, and close projects and activities (to include funding source allocation, budget plan, and funds distribution for grants and non-Federal funds
Review grant submissions approved by OSBI, create the project in PeopleSoft, request a fund source from SBA, allocate funds to project and fund source, and finally create the budget plan in PeopleSoft. Then post the budget journals to update the appropriation and allocation of the state budget.
Responsible for creating the correct parameters in commitment control in order to create rules, budget caps, activity codes, and date ranges as they relate to different projects.
Update the agency’s overall Account Portrait
Run, review, and make necessary REV to GLE corrections
Verify the agency’s quarterly A-133/SEFA reports and route accurate and complete information through the Controller prior to submission to the State Board of Accounts/ Auditor of State’s Office.
Complete and submit the quarterly Federal Cash Transaction Report in the Payment Management System. This should be performed weekly as FFRs are completed, quarterly for the Federal deadline, and as requested by the Controller.
Update the Controller on current financial standings of funding sources and projects.
Act as the primary point of contact for memoranda of understanding (MOUs) when funding streams cross state agencies or require regular reconciliations to journal expenses/revenues out of/into the project setup.
Act as the point person with the responsibility for updating project teams and adding staff to projects to charge their time against.
Responsible for creating customer contracts on the new Federal Draw Billing System which includes creating the billing customer, running of the federal draw cycle process and tying the original project and fund source to the contract.
Must be well-versed in project costing training and Federal Draw billing training in order to access the processes.
Coordinate and enter journals to cleanup projects to aid in the reconciliation process completed by the assigned Accountant(s).
Regularly coordinate activities with Accountants as new projects may fall within their purview.
Prepares journals, requests Auditor of State journal vouchers, Federal funding sources, and inputs third-party-match information.
Coordinates with the Purchasing and Accounting Units on behalf of the Grant Manager to resolve issues which may arise concerning grant-related purchase orders, payments, and the like.
