Job Description : Position Overview

This position is located in the Finance department and the primary purpose is to perform highly complex research and analytical duties in support of organizational and financial evaluations, including studies and preparing and presenting special reports, such as the county’s Annual Comprehensive Financial Report (ACFR). This position performs highly complex professional work in the implementation of all Governmental Accounting Standards Board (GASB) updates. This position serves as the County’s debt administrator and is responsible for performing operational tasks as required to maintain compliance with debt disclosures and new debt issuances.
Examples of Duties
Serves as the county subject matter expert in Governmental Accounting, Auditing, and Financial Reporting as well as the applicability and timely implementation of GASB statements, current and future
Serves as the audit lead – liaison with the external auditors and maintains communication, maintains audit schedules, materials and work papers for the County’s permanent files
Completes various audit responsibilities not limited to: Creates all debt schedules and debt work papers and entries, prepares audit schedules for reconciles balance sheet accounts, obtains statistical information, prepares and submits application for GFOA Certificate of Achievement
Serves as Finance Director to the Eastover Sanitary District, provides consulting, accounting and financial, debt and budgeting services
Budgets, reviews, and forwards payment of all Board of Education capital requests
Maintains accountability for all county debt. Tracks debt proceeds until expended and reconciles balances to bank statements
Ensure arbitrage calculations are completed timely and reporting requirements are met
Prepares continuing debt disclosures required by the Municipal Securities Rulemaking Board
Drafts official statements for bond sales as necessary; attend meetings; compile financial data for special projects
Analyzes expenditures and makes projections
Communicates and serves as financial liaison with assigned departments and serves as point of contact for assigned departments’ grants monitoring
Minimum Qualifications
Graduation from a four-year accredited college or university with a major in accounting, business administration, or finance with a minimum of 30 hours of accounting and five (5) years of progressively responsible professional experience involving complex financial concepts, analysis, and decision-making experience, or an equivalent combination of education and experience.
Management Preference:
Experience in municipal/county government or auditor of public finance organizations
Certified Public Accountant and NC Certified Local Government Finance Officer
High level proficiency with Microsoft Office applications
Experience with financial operating systems such as Tyler Munis or similar enterprise resources planning (ERP) systems

Necessary additional requirements:
Successful completion of Basic Excel, Intermediate Excel, Basic Word, and Intermediate Word tests will be required. Candidates selected as qualified will be contacted via email by a Human Resource representative for testing.
Negative drug screen and background check are required.
Knowledge, Skills and Abilities
Knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the Senior Accountant position
Knowledge of principles and practices of accounting work to include performing budget and accounting activities and financial reporting
Knowledge of the County’s financial system to include chart of accounts and daily/monthly financial entries
Knowledge of financial systems to analyze, update setup and recommend system adjustments as needed
Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
Knowledge of the organization of the department, and of related departments and agencies
Knowledge of generally accepted accounting principles and practices and Governmental Accounting Standards Board (GASB) practices
Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities
Skilled in the preparation of an annual comprehensive financial report (ACFR)
Skilled in strong communication, interpersonal and leadership skills
Ability to interpret and apply complex federal and state fiscal regulations
Ability to use accounting judgment and theory to independently resolve fiscal issues
Ability to clearly understand the occupational hazards and safety precautions required to perform the essential functions of the work
Ability to establish and maintain effective working relationships with the department heads, governmental officials, consultants, employees, and the public
Ability to conduct long range fiscal planning; and the ability to produce accurate and thorough financial records and reports
