Job Description : Job Description and Duties
The Department of Financial Protection and Innovation is recruiting for three (3) Permanent, Full-time Senior Financial Institutions Examiner positions within the Debt Collectors Licensing Unit. These positions are to be located in the Sacramento, San Francisco, Los Angeles, or San Diego offices. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.
Under the general direction of the Financial Institutions Manager (FIM), the Senior Financial Institutions Examiner (SFIE) is responsible for licensing/registration and examinations for the Division of Consumer Financial Protection, Debt Collectors Licensing Unit, which includes the examination of Debt Collectors and new covered persons under the Debt Collection Licensing Act (DCLA) and California Consumer Financial Protection Law (CCFPL), Licensing of Debt Collectors under the DCLA, registration of new covered persons under the CCFPL, complaints and communications. The incumbent plans, organizes, and conducts the most complex regulatory examinations of companies subject to DCLA and CCFPL. Obtains pertinent records and data from various sources and performs analysis to determine the company’s compliance with applicable regulations, rules, and laws. Prepares, reviews and organizes the examination reports and regulatory letters and works with licensee/registrant to resolve deficiencies and investigate consumer complaints and compliance issues. Performs independent review of the most complex application files for debt collectors under the DCLA and provides recommendation and input to FIM for a final determination. Prepares referral memos documenting the basis for the denial of licenses and assists Enforcement counsel in legal proceedings resulting from licensing activities. Ensures the processing of license amendments and surrender of licenses are processed within designated timeframes. Performs independent review of the most complex registration files for new covered persons under the CCFPL and provides recommendation to the FIM for a final determination. Provides guidance to the public, applicants, and licensees/registrants and prompt response with regards to application process, license/registration requirements and regulatory examination matters.

Working Conditions
The incumbent must be willing to exercise flexibility and agility as well as be willing to telework (remote work) from home as needed. Telework is subject to DFPI’s Telework Program Policy.

Sacramento Location: The Sacramento office is located in north Natomas and offers FREE PARKING, is easily accessible from INTERSTATES 5 and 80, and is also close to various dining and shopping choices in the Natomas area.
San Francisco Location: The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants.

Los Angeles Location: The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, multiple parking options.

San Diego Location:
The San Diego office is located in the heart of Mission Valley, within walking distance to many shops and restaurants.

The Department of Financial Protection and Innovation (DFPI) (formerly Department of Business Oversight) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. BACKGROUND AND FINGERPRINTING
Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DFPI’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.
