Introduction
The Digital Enterprise Program (DEP) has been envisioned as a Corporate Initiative to facilitate a transformation of the company from a departmental, document-centric, and function/discipline optimized EPC execution model to an integrated, data-centric, and TIC optimized EPC execution model. Key aspects of DEP are: Digital (Data Centric), Enterprise (Integrated & Standardized) and Program (Transformative). Data-Centric Execution (DCE) is the methodology of creating, processing, managing, controlling and delivering information in the medium of data rather than via documents. The focus of DEP is the transformation of EPC Work Process, Tools, team member roles and responsibilities to support the transfer of trust and authority of information from documents to data resulting in a step change in project performance (craft time on tools).
Senior Project Controls Engineer (PCE) / Scrum Master (SM)
As a member of the Project Controls and Agile team the SPCE/SM will be responsible for developing and maintaining a robust schedule and cost program for DEP. The program will require development and maintenance of varying levels of resource loaded schedules, corresponding with the program’s product roadmap. The SPCE/SM will need to develop progress reporting tools to support both on and off project requirements to increase collaboration across the DEP teams and identify potential roadblocks for senior management mitigation. The SPCE/SM will need to monitor and enhance dashboard reports that communicate key cost aspects of our program to perform job hour and cost management. This role will report to the Project Controls Supervisor which will require a dynamic approach to utilize new tools and approaches being implemented to support the transformation of DEP into a Scaled Agile Framework (SAFe) management philosophy.
The SPCE / SM will be expected to facilitate, train and manage up to 3 project control engineers and facilitate up to 5 daily unique team scrums. Knowledge in SAFe is preferable, however training and certification can be acquired during the initial onboarding period. The SPCE/SM will be expected to implement all the applicable Agile rituals and guide the Product owner and team members in their execution. They will also act as a buffer between the scrum master and product owner, to ensure any issues are rapidly resolved without disruption to the workflow.
Essential Duties:
This role will lead and manage our future state, data centric execution strategy as well as engage a cross-discipline and cross-functional team of work process SMEs, automation experts and stakeholders. The key objectives for this role are to:
Maintain and monitor our DEP resources thru our program staffing plan and job hour reporting which will at times also include a PTO assessment/validationMaintain and monitor the DEP budget to be able to understand variance to plan, wage rate analysis by cost center and commitment adherenceSupport the New Delhi senior leadership team as requiredFacilitate and Lead Daily Scrum meetingsAssist in the administration of Jira and our PI Planning AppRemove impediments as well as resolve conflicts and issues that occur within or across scrum teamsHelp the scrum and development teams to identify gaps in story development and provide reporting on gapsHelp the scrum team achieve higher levels of scrum maturitySupport the product owner and provide education where neededParticipate and support quarterly SAFe Program Increment (PI) events that allow the collective team to coordinate their tasks over the next 3 months of the programDevelop and maintain project and interface schedules (Level 1 and Level 2)Offer insight and analysis of the project schedule and reporting tools, anticipating issues and critical sequences in the 3 to 12-month horizonDevelop and maintain the DEP Project Management Organization (PMO) Portfolio Sync meeting packageEnsuring effective measurement and reporting of value-added efforts through SAFe recommended approachesDevelop and maintain various PowerBi dashboards as required, to support the teams as they continue to monitor both the quality and progress of their work, so that they can make quick decisions to help the overall program succeed
Additional Duties:
Develop the DEP PMO Quarterly review package for review with our executive leadership team within EPC FunctionsParticipate in DEP Global Design to assess our current state and develop our future state requirements for our IWPPsAssist in the development of the DEP roadmap and schedule for 2022 and 2023, which includes development/enhancement of our products/solutions; system and integration testing; as well as deployment on a pilot/project
Basic Qualifications:Bachelor’s degree and 10-15 equivalent EPC work experienceCross GBU and/or cross Functional experienceAbility to work with and lead a teamStrong leadership skills, team management skillsAbility to adapt to a changing environmentGood understanding of SAFe and/or Agile program executionExcellent communication and interpersonal skillsGeneral understanding of the interaction between your function/discipline and other functions/disciplines on a projectGeneral understanding of project controls procedures and concepts around cost, planning and estimatingGeneral automation skills that demonstrate a good understanding of the link between work process and toolsAdvanced Microsoft Product skillsAdvanced PowerBI skills
