Summary:
Under the direction of the Chief Financial Officer and Deputy Director of Finance, the Tribal Revenue Accountant will serve as the Finance Department point of contact for revenue generated within other Departments of the Tribe, the Tax Commission, and the Ponca Tribe of Nebraska’s Component Units, including but not limited to monitoring of outstanding account balances, financial reporting, and oversight of financial activity.
Essential Responsibilities and Duties:
Maintain wholesaler tax reports and reconcile tax payments
Receive and review wholesaler tax returns and quarterly reports for the Tax Commission
Prepare tax payment remittances for deposit by Fiscal Accountant
Prepare and enter journal entries to recognize those tax payment remittances that are made electronically
Track Tribal tax receivables within the Tribe’s accounting software and follow-up with vendors who have outstanding receivable balances
Prepare monthly reports for Tax Commission meeting, including but not limited to cash balance report and tax revenue report
Review new and existing contracts to ensure the inclusion of language related to the Tribal tax
Review and approve RFPs and check requests above $10,000 to ensure inclusion of Tribal tax charges
Provide Tribal vendors with tax forms, tax summary, and website links
Train and assist vendors with filing Tribal tax returns
Assist the Tax Commission with providing PTN’s IT department with revised or new forms to help maintain an up to date website
Receive and review Tax Applications and Vendor Licensing before forwarding on to the Tax Commission for review and approval
Upon approval by Tax Commission, stamp and mail tax license to vendor
Attend monthly Tax Commission meetings
Correspond with the PTN’s attorney regarding tax issues such as delinquent vendor remittances
Invoice Tribal component units for services and products paid for by PTN on their behalf
Track and ensure repayment by Tribal component units for services and products paid for by PTN on behalf of the component units
Assist accounting staff in daily maintenance of Accounts Payable, Payroll, Requests for Purchase, and Check Requests
Serve as emergency processor for Accounts Payable, Payroll and Procurement
Process Due To/From entries and activities to reconcile payments between internal programs and cash accounts
Participate in the preparation of annual audits
Maintain professional and technical knowledge by: attending seminars, workshops, conferences, conducting research, and contacting funding agencies and related organizations
Perform special projects as deemed necessary for the continued improvement in efficiency and effectiveness of the Finance Department
Other duties as assigned
Relationships and Authority:
This position has no supervisory duties.
Working Environment and Physical Demands:
Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.
Qualifications:
Minimum:
Bachelor’s degree in accounting or related field or equivalent combination of experience and education
Two years of general accounting experience including fund accounting
Two years of payroll or accounts payable experience, or related professional field
Computer proficiency in Microsoft Word, Excel, and PowerPoint programs
Excellent written and oral communication skills
Valid driver’s license and be insurable
Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
Able and willing to travel
Preferred:
Master’s degree in accounting or related field
One year Tribal accounting experience
MIP software experience
One year experience working with Native Americans or Native American organizations.
Knowledge and understanding of Public Law 93-638″ Indian Self-Determination Act.
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
The Ponca Tribe of Nebraska is an at-will employer.
