Overview of the programme
WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.
WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse.
Underlying Values and Core Functions of WHO

Mission of the WHO Country Office for India
The mission of WHO India is to improve quality of life people in India by supporting the government to ensure better health and wellbeing of the population through strengthening the prevention and control of Noncommunicable Diseases (NCDs), improving health systems for achieving UHC targets, providing assistance for the promotion of health and the prevention of premature death and disability by addressing key health-related social, environmental, and behavioural risk factors and determinants of relevance to NCDs and the life-course.
Description of Duties:
The purpose of this position is to provide strategic technical support at the State level. The proposed HR support in State of Meghalaya and Odisha, aims to strengthen continuum of care for common NCDs across primary, secondary, and tertiary levels of health care. It focuses on the mandate for prevention and management of diabetes and hypertension, cancer of the cervix, comorbidities, and complications of uncontrolled disease, as well as palliative care and rehabilitation.
The Medical Officer – NCD at State level will further support in building partnerships across government levels, private sector, and UN agencies to mobilize pooled procurement and availability of common NCD medicines and technologies.
The Medical Officer (MO) – NCD will be placed at State Health Departments (Meghalaya and Odisha) to liaise between the WHO India, State Health Department, District NCD Cell, to coordinate and facilitate implementation of the strengthening “Continuum of NCD Care” and the IHCI projects. The MO-NCD will also liaise across academic institutions and other technical partners operating in the respective State.
The incumbent will work under the overall guidance Team Leader (NCD) and in direct supervision of NPO (NCD). S/he will have the following responsibilities in her/his assigned area of work:
Function as a focal person for strengthening “Continuum of NCD Care” and IHCI projects at State level;
Coordinate implementation of selected interventions for Management of Hypertension and strengthening “Continuum of NCD Care”;
Monitor and supervise implementation at the district level and report progress of implementation to WHO-India Office and to State Health Department;
Organize and facilitate meetings with concerned authorities and partners at the state and district level in consultation with WHO India;
Facilitate coordination meetings of implementing stakeholders at state and district level and ensure project activities are on track;
Consolidate reports from health facilities, and district NCD Cell and other implementation sites and submit both physical and financial progress to WHO-India Office;
Build synergies with the Sub-regional Office of WHO, technical experts operating at State level, as well as the State Health Department and District Health Offices;
Monitor book of accounts for the projects at State and District levels; and
Perform any other duties as assigned by the supervisor(s) or as required by WHO India office.
QUALIFICATIONS REQUIRED
Education:
Essential: University degree in Medical Science (MBBS) or equivalent in related field from a recognized institution/university.
Desirable: Post graduation in Public Health or other allied fields.

Functional Skills and Knowledge:
Excellent knowledge of written and spoken English and working knowledge of local language will be an asset. Proficiency in computer applications and ability to draft reports.
Experience:
Essential: At least two years of professional experience in health service delivery at grassroots level, and experiences in project management
Desirable: Working experience with intergovernmental agencies at the national and state level will be an advantage.
RENUMERATION:
Monthly remuneration is INR 196,550 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted at Meghalaya and Odisha. The position may require extensive travel (can be upto 15 days in a month) to the districts.
