USAID/India has contracted Panagora Group to provide monitoring, evaluation and learning (MEL) services to generate learning inputs for the implementation of the new Country Development Cooperation Strategy (CDCS), including support for design of new program initiatives. Panagora will conduct a background assessment and activity design for the USAID/India Education program. The focus of the assignment is foundational education for specially abled children in India. This program activity will contribute to the Mission’s Development Objective 1, Human Development of Marginalized Populations in India Improved, and to the overall CDCS Goal of accelerating inclusive development.

The purpose of this assignment is to conduct an assessment to inform the design of a new activity under USAID/India’s DO 1 that supports foundational education for specially abled children. The Team Leader will be supported by an Education Specialist and a Logistician. The team will conduct a background assessment based on document review, stakeholder interviews and review of available statistical data. The document review will focus on best practices and applicable lessons from USAID, other development agencies, governments, and NGOs; secondary documents (reports, program assessments, scientific studies, etc.) to assess existing policies, program approaches and interventions. The Team Leader and the Education Specialist will also conduct consultations with stakeholders to fill in gaps from the desk review and analyze available GOI data.

The assessment report will identify programming opportunities in line with GOI policies, USAID’s own policies and approaches, and within the budget limitations and manageable interest of USAID/India. The report will be in the form of an Activity Summary which will include the theory of change, activity results framework, and the main program interventions. There will be additional reporting requirements in the form of formal presentations and oral briefings to USAID.

Team Leader Responsibilities:

In consultation with the Panagora Group IDIQ Director, lead and manage the assessment activity planning, team coordination meetings, desk review, design and review of data collection instruments, data collection, review work products from the Education Specialist, and draft the final report.

Design the assessment work plan with methodology, data collection instruments, list of documents for desk review, stakeholder list for interviews, and schedule of activities.

Lead the presentation and discussion of the assessment work plan with USAID and incorporate USAID feedback into the final work plan.

Develop a plan for desk review and selection of relevant documents and work with the Education Specialist in the analysis of findings and conclusions from the desk review.

In consultation with the Education Specialist, design a complete set of structured interview guides (KIIs) for primary data collection to fill in data gaps identified in the desk review.

Work with the Education Specialist in identifying sources of statistical data and support them in data analysis and interpretation and preparation of data visualization inputs for the report.

Ensure quality of KIIs with USAID/India staff, GOI counterparts, and other key stakeholders.

With the Education Specialist, analyze the data collected through the desk review, KIIs and review of statistical data to draft the report, in the form of an Activity Summary.

Deliver a PowerPoint presentation with preliminary assessment findings and program design recommendations for discussion with USAID/India and a draft report for USAID review.

Draft the final report (Activity Summary) incorporating USAID feedback.

Period of Performance

The assessment period of performance will be April-June 2022 from inception through to delivery of the final report and including two to three weeks of field data collection In India in the month of May (TBD).

Requirements
Undergraduate and graduate degrees in Education, Special Education or related disciplines.

At least 15 years of professional experience working in operational research in the field of education policies and services for specially abled children.

Demonstrated experience in designing special education programs

Demonstrated experience in conducting research and sector assessments in the field of special education policy and services for development agencies, particularly USAID.

Deep knowledge of programming approaches of governments and international agencies in strengthening education for specially abled children in developing countries.

In-country professional experience in India required.

English fluency required both verbally and writing.

Demonstrated experience leading cross-sectoral and multi-cultural teams.

Excellent communication and interpersonal skills.

Strong conceptual and writing skills in English, including demonstrated experience drafting publications for assessments, evaluations and other operations research in developing countries.
