Context
Veolia Environmental Services Emirates (VESE) established in Abu Dhabi in 1997 is now looking for an Operations Manager (Commercial Department)
With around 370 employees, VESE specializes in the management of both liquid and solid hazardous and non-hazardous waste. VESE is one of the leading companies in the waste management sector in the UAE. Its expertise spans the entire waste lifecycle, from collection to recycling, in order to recover end products as materials and energy. The company manages roughly 75,000 tonnes of commercial waste, over 3,000 tonnes of recyclables and more 1,500,000 tonnes of hazardous waste every year. Job Description
Plan and direct the execution of activities related to the Commercial department.
Manage the execution of activities related to service provision including: sweeping, waste collection, industrial services, specialist and normal cleaning contracts and hazardous waste management in line with Veolia’s local and global safety, welfare and compliance guidelines.
Responsible for meeting business targets that are set from the General Manager.
Overall responsibilities, delegated authorities and accountability
Operations:Oversee the management of the operational teams in the safe delivery of waste management and cleaning services to the required level of quality and customer satisfactionMonitor and improve where necessary the service quality and customer satisfactionManage the team of coordinators and supervisors to ensure the implementation of the services in a safe, efficient and well planned manner
Ensure daily operations morning meetings are held between operations team, workshop and BD team to encourage sharing relevant information to allow smooth delivery of service to customers Work cooperatively with other department heads (in particular HR and Maintenance) to ensure the Commercial department is supplied with sufficient resources to carry out planned and ongoing duties and to mobilise new projects.Schedule and conduct periodic quality checks on the ground so as to ensure compliance with the procedures, customer expectations and work instructionsMake sure Operations are carried out in compliance with local laws (environmental and safety regulations and labour law)Design, document and implement methods for work activities to increase efficiency and effectiveness in Waste Collection functions CommercialManage the commercial activity with the aim to renew contracts and win new businessWork closely with the Business Development Manager to agree which tenders to target, support the tender process with resource plans, operating plans and technical solutionsCarry out customer visits to monitor performance, solve technical problems and identify and develop business opportunitiesMaintain on-going market and competitive intelligence within the target sectorsLiaise with Key account Customers and provide updates on performance / regulations and maintain good customer relationships. Good client relationship management is essentialInvestigate complaints from clients regarding Waste Collection activities, ensures that all personnel act and perform in a professional mannerRespond within an acceptable time period to customer demands
Business Management:
Participate in the company budget process by developing the budget for the Commercial Department, monitoring performance against budget and delivering the required services within budget.Ensuring budget and revisions are aligned to revenue and growth forecastsKeeps immediate line manager fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problemsIdentify and implement cost savings by optimization of vehicles and manpowerDevelop annual CAPEX investment plan to maintain serviceability of the fleet and meet growth requirementsDrive forward digitalisation of the Commercial Department to utilise fully mobile technology and the company’s IT systemsUse, improve and implement new dashboards and reports to ensure visibility of operational, safety and financial aspects of the Commercial department.Ensure appraisals completed for all department staff identifying training needs, encouraging the continuous development of colleagues in the technical and personal plans.
QHSE:Understand, implement and follow the QHSE policy.Report any HSE incident immediately as per VESE HSE procedures.Implement and coordinate QHSE procedures onsite.Responsible for the Health and Safety of all personnel under his authority, including others who may be affected by the company’s activities.Understanding and implementing the company HSE policy, plans and procedures.Conducting Risk Assessments in collaboration with QHSE coordinator on activities related to commercial operations and ensuring that the methods and systems of work are safeProviding written and verbal instructions outlining potential hazards and precautions, and ensure they are complied with.Ensuring incident and near-miss reporting procedures are understood and complied with, and assist with accident investigations where appropriate.Ensuring all employees and sub-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate.Ensure that the employees reporting to him are following the training program defined in the QHSE system.
Warn and issue notices where necessary to employees in case of breach of QHSE rules. Define roles, responsibilities and authority in the Operation Department.Comply with QHSE policy of VESEUnderstand his/her role in the event of an emergency and participate in emergency drills and exercisesMaintain the quality control objectives formulated by the BU management and coordinate the objectives with the service performance procedures in collaboration with the heads of the divisionEnsure all corrective actions assigned to staff arising from audits, incidents and HSE reviews are implemented on timeEnsure all Hazardous Waste jobs are completed using the applicable Permit to Work Procedures
Qualifications
Education levelHold a relevant educational qualification from a well recognized and reputable academic institution fit for the required job function.Hold a Bachelor’s Degree in Environment, Engineering or equivalent. Master’s Degree is an advantage.
ExperienceMinimum 10 – 15 years experience in the same field in a well reputed organization. Ideally 3 years experience as an Operations Manager.with logistics experience
Technical skills:Excellent analytical and reporting skills.UAE valid light vehicle driving license is a must.Innovative and continuous improvement mindset.Effective problem identification, problem solving and improvement implementation.Thorough knowledge of the principles and practices of collection and sweeping operations and programsThorough knowledge of current applicable federal, state and local laws, rules and regulations for solid waste refuse collection environmental compliance activitiesThorough knowledge of collection route design principles and practices;Substantial knowledge of customer service principles, practices and techniquesAbility to communicate effectively with others, both orally and in writing, using both technical and non-technical languageAbility to plan, organize, coordinate and supervise the work of othersAbility to understand and follow oral and/or written policies, procedures and instructionsAbility to prepare and present accurate and reliable reports containing findings and recommendationsAbility to operate a personal computer using standard or customized software applications appropriate to assigned tasksAbility to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructionsAbility to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
IT Skills:Advanced proficiency in Google suite, MS Office and related apps.
