Job Description : About the Position

The Clark County Department of Aviation is seeking qualified candidates for the Administrative Specialist – Strategic Planning position.
This position p
erforms paraprofessional level administrative, operational, procedural, programmatic and/or budgetary and related analysis and support for County sections, divisions and departments or local governmental agencies.
Coordinates project schedules, project management activities, resources, equipment and information. Will oversee procurement solicitations and the development of consultant’s scopes of work. Possesses knowledge of project management skills and project management best practices. Prepares high-level presentations and email correspondence. Contributes to the efficiency and effectiveness of the
division
through effective interpersonal and communications skills and active participation as a team member.
Coordinates with Federal, state, and local agency points of contact as well as consultants to define project requirements and meet objectives.
Creates and maintains comprehensive project documentation, plans, meeting agendas, meeting notes, correspondence and reports.
Maintains
and manages all aspects of contract administration. Assists with and performs specific administrative support activities such reviewing and tracking proposed aviation, planning, and environmental regulations and/or rulemaking.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or be extended as needed by the office of Airport Experience and Employee Services.

Requirements

Education and Experience: Equivalent to an Associate’s Degree with major course work in business or public administration or a related field, AND three (3) years of full-time office administrative, secretarial or technical experience related to the work of the functional unit. Possession of a four-year college degree AND prior lead or supervisory experience are desirable. Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Do not substitute a resume for your application or write “see attached resume” on your application. Applicants not meeting these requirements will not be considered for employment. Licenses and Certification: Specified positions may require possession of a valid Nevada Class C driver’s license at time of hire. Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination. Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers’ license laws within 90 days of employment. Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID’s upon acceptance of job offer. Examples of acceptable ID’s include a Passport, Driver’s License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc. Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

Physical Demands

Mobility to work in a typical office setting, use standard office equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Examples of Duties

Conducts administrative, operational, budgetary, accounting or other informational and research projects related to the activities or operational area to which assigned; may prepare standard legal documents such as contracts. Analyzes alternatives and makes recommendations regarding such matters as team and quality improvement alternatives, budget development, administrative policies, staffing, facilities, productivity and procedure development and implementation. Writes, prepares and coordinates agenda items for the Board of Commissioners, Board of Director, Trustees or Committees; ensures that all supporting documentation is included with such items; follows-up after governing body action as required. Attends to a variety of office administrative details, such as making travel arrangements, coordinating materials and supply orders, arranging for equipment purchase and maintenance and attending meetings or serving on various task forces and committees. Provides contract service oversight and support; coordinates purchasing activities; reviews requests for payment, ensures that work was performed and/or materials delivered and processes invoices. Assists with and performs specific administrative support activities such reviewing and tracking proposed legislation, assisting with the implementation of departmental automated systems and representing the department or agency head and others as specified; may make formal oral presentations. Confers with and represents the department and the County or agency in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public. Compiles figures for the preparation of the unit’s budget; makes standard projections for payroll and other costs; researches capital improvement and equipment costs; inputs draft and final budget information and produces final budget documents. Coordinates and variety of departmental personnel activities; processes personnel and payroll forms; ensures that forms and requests are in conformance with rules and regulations; answers employee questions regarding personnel rules and MOU interpretation; conducts departmental orientations for new employees. May have programmatic responsibility for non-technical activities related to the department to which assigned, such as surplus disposal, forms development, informational material development and distribution and similar projects or programs. Maintains accurate records and files related to the areas of assignment. Prepares a variety of technical, statistical and narrative reports, letters, memos and other written materials. Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a work team. Completes informational surveys; prepares and submits reports to various regulatory agencies, funding sources and other organizations. May supervise the work of technical or office support staff on a project or in non-routine circumstances. Uses standard office equipment including a computer, in the course of the work; may drive a County, agency or personal motor vehicle or arrange for appropriate transportation in order to attend off-site meetings and visit other work sites.

Group Insurance: Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents. The County pays the monthly life insurance premium for eligible employees. Service Connected Disability Insurance: Eligible employees are covered by a Workman’s Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617). Long-Term Disability Insurance: The County pays a monthly premium toward a long-term disability plan for eligible employees. Vacation: Vacation leave accrual is based on length of County employment. Initial accrual is at the rate of 3.08 vacation hours for each biweekly pay period. Sick Leave: Eligible employees accrue 3.7 hours of sick leave for each biweekly pay period. Employees completing 10 years of service accrue an additional .92 hours of sick leave per biweekly pay period. Miscellaneous Leaves: Court leave, military leave, parental leave, leave without pay, blood donor leave, education leave, and County promotional/transfer application examination leave are available (upon approval) for eligible permanent employees. Retirement: Full-time employees become a member of the Nevada State Public Employees Retirement System. Credit Union: Clark County employees and their families are eligible to join the Clark County Credit Union. Tuition Reimbursement: Subject to availability of funds, eligible employees may be awarded tuition reimbursement upon successful completion of pre-approved, job related courses.
