Job Description : The Role: We are looking for an Engineering Technician III to support the Public Works Department. Incumbents perform technical paraprofessional office and field engineering work including designing, drafting, plan checking, surveying and related work. Technical supervision is exercised over lower level technical personnel.

ESSENTIAL FUNCTIONS: (Duties may include, but are not limited to, the following) (Depending upon division and section assignment)
Performs work in the preparation/creation and plan checking of various documents and maps; designs plans; checks and drafts public works/utility plans, including roads, traffic signals, drainage facilities, flood control channels, sewers, water systems, parks, and public buildings.
Prepares topographical maps from field data using computer aided drafting programs; transfers field data, verifies accuracy, makes calculations and adjustments.
Prepares plans, maps, designs, exhibits, and specifications for projects.
Performs technical review of maps including plats, parcels, reversionary, boundary line adjustments, etc.
Prepares legal descriptions for deeds, utility easements, drainage easements, street/right of way vacations; processes executed documents for recording.
Assigns commercial, residential and multifamily addresses; assists in resolving street name and/or address conflicts.
Drafts plan revisions and construction details and makes engineering sketches.
Provides the public with plans of public works/utility projects and answers questions.
Attends meetings with consultants, contractors, vendors, and property owners on issues concerning public works/utility projects.
Maintains drawings and research files on construction projects.
Reviews plans to insure the consistency, accuracy and economical design related to City codes, standards and specifications.
May assist with development of specialized engineering agreements and construction contracts for specific projects and specialty annual contracts. Assigns and reviews the work of technical level engineering personnel involved in surveying, inspection, design, drafting, and plan checking.
Performs special assignments as requested to include researching and preparing reports and projects, developing and implementing programs and presenting technical data to management, elected officials and others.
Writes memorandums, letters, and technical reports of all findings, conclusions and recommendations based on a thorough analysis and interpretation of data for presentation to others.
Creates and designs plans and specifications using all available sources of background information, for a project or programs to meet the needs of the City or Department.
Interprets construction plans and right-of-way plans for the public.
Revises construction plans, prepares “as-built” drawings, and prepares detailed cost estimates as required.
Assists in the direction of the activities of the City survey crew, for the construction of public works/utility projects.
May represent the department at various meetings as requested.
Performs interrogation of all equipment that has failed.
Performs inspections of all new and upgraded improvements and provides a list of any errors or omissions in the plans and specifications.
Attends pre-bid and pre-construction conferences and answers questions related to the project either verbally or in writing.
Assures that field notes and sketches are sufficient to help interpret electronic field data stored in data collector.
Performs advanced simulations using a complex water or waste water model which includes multiple pump stations and control valves.
Performs other related duties as assigned.
MATERIAL AND EQUIPMENT USED: Calculator Computer Vehicle

Qualifications and Attributes: Education and Experience: Associate’s degree or equivalent from a two-year college or technical school in engineering; and,
Four or more years of progressively responsible related experience; or,
Experience with computer-aided drafting (CAD) is preferred.
Licenses and Certifications: Must possess a valid state driver’s license and maintain satisfactory motor vehicle record with the ability to obtain appropriate Nevada state driver’s license within required time frame.
Knowledge, Skills and Abilities:
Using tact, discretion, initiative and independent judgment within established guidelines.
Researching, compiling and summarizing a variety of information and statistical data and materials.
Organizing work, setting priorities, meeting critical deadlines and following up assignments with a minimum of direction.
Good mathematical skills.
Communicating clearly and effectively, both orally and in writing.
Preparing clear and concise reports, correspondence and other written materials.
Ability to read and understand engineering plans and specifications.
Ability to coordinate complex public works projects with consultants, contractors, utilities, and other agencies.
Ability to understand and carry out oral and written instructions, giving close attention to details.
Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to read and interpret documents such as safety rules, operations and maintenance instructions, procedure manuals and so forth.
Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.
Ability to deal with problems involving several concrete variables in standardized situations.
Ability to define problems, collect data, establish facts and draw valid conclusions.
Ability to provide technical supervision over lower level technical personnel.
While performing the essential functions of this job, the employee is frequently required to stand, walk, sit, use hands to finger, handle, feel, climb, balance, talk, hear and lift and/or move up to 25 pounds.

WORKING CONDITIONS: Works in a normal office environment where there is little or no physical discomfort associated with changes in weather or discomfort associated with noise, dust, dirt and the like.
Working conditions are typically moderately quiet.
Regular and timely attendance is required.
