Job Description : Position SummaryYour job in the department is…To perform a variety of complex, confidential duties involving personnel issues, record keeping, research and problem solving._Your job also involves…_Providing clerical and administrative support to the Human Resources Department staff.Essential Functions/Major ResponsibilitiesPerform administrative assistant functions for the Human Resources Department: Open, date stamp and distribute incoming mail and correspondence.Develop and maintain comprehensive and complete personnel, medical and recruitment files in compliance with laws, regulations, and retention schedule.Assist with conducting classification/compensation surveys for competitive current pay data.Provide clerical and administrative support to the Human Resources Department staff (i.e., filing, copying, preparing packets of information, etc.).Answer and manage calls coming into the Human Resources Department’s main phone line. Determine which calls need to be referred on to other Human Resources Department staff.Assist in the maintenance of the filing systems of the Human Resources Department.Monitor and ensure compliance with Oregon employment posting requirements for all Lincoln County offices. Monitor storage and disposal of files per state archival regulations.Provide customer service to all Lincoln County employees in the delivery of employment related services provided by the Human Resources Department.Distribute memorandums and non-essential publications including County Connection.Assist with the coordination of employee recognition.Prepare and submit vouchers for payment of monthly bills.Process and review for accuracy and makes necessary changes to Personnel Action Forms.*Perform the recruitment function of Human Resources: *Create electronic online posting through current system, writes and places advertisement, and sources new avenues of recruitment.Manage and maintain the online application database, including: update job descriptions and salaries, create recruitment plans for open positions, assign Subject Matter Experts, screen applicants for minimum qualifications, track and communicate with applicants through the application review process, train new users of the online application process. Assist applicants with the online application process.Track recruitment of positions. Prepare, administer, and score tests for job candidates. Notify candidates of test results and selection/non-selection decisions, answers inquiries regarding job openings and hiring procedures.Conduct a variety of processes related to employment, including reference checks, driver license checks, and criminal history checks, making recommendations to hiring authority based on findings.Participate on interview panels to assure compliance with state and federal anti-discrimination laws and assists departments in making appropriate new employee hires.Act as contact person for State of Oregon Criminal Records Unit to process criminal background checks and maintain criminal history records on employees who work with vulnerable populations.Make job offers and conduct exit Interviews when HR Generalist is not available.*Ensure compliance with the Department of Transportation and Federal Motor Carrier laws and regulations regarding drug test for employees: *Keep records for and coordinates with contractors to perform random drug tests as required by Department of Transportation and Federal Motor Carrier laws and regulations.Maintain random drug screen binder and reports pertaining to Federal Department of Transportation and Federal Motor Carrier regulations.*Manage the on-boarding and orientation of all Lincoln County employees: *Conduct orientation for all new employees, including but not limited to medical, dental, retirement, compensation, flexible spending, Human Resource policies, and union information.County Tour.Assists in volunteer orientation.*Assist employees with benefit enrollment and responds to benefit inquiries: *Participates in the wellness and safety committees.Typical QualificationsMinimum Education LevelHigh School Diploma / GED*Minimum Experience Level*Two- Three yearsSpecifics: in clerical work of a progressively responsible nature.*Substitution Note: * Any satisfactory combination of experience and training which demonstrates the ability to perform the above described duties.*Driver’s License*Oregon Driver’s License required*Desirable Qualifications: * Associate’s degree relating to Human Resources. One-year experience in a personnel office.*Knowledge of: *Considerable knowledge of laws and regulations regarding maintenance, retention and release of confidential records and information.Basic knowledge of bookkeeping and accounting principles.Skill or ability to: Learn new information quickly and adapt to changing situations.Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Some tasks require oral communications ability. The County’s current contribution rate is 11%.Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.Job Type: Part-time
