Job Description : The Role: Parking Services Manager will manage the centralized on-street and off-street parking functions and activities, and participate in short and long range planning for parking facilities and areas. Promote parking policies and facility development strategies that complement and enhance the City of North Las Vegas redevelopment efforts. Serves as a formal supervisor, exercising direct supervision including monitoring and formally evaluating employee performance, and participating in the selection and discipline of employees.

ESSENTIAL FUNCTIONS: (Duties may include, but are not limited to, the following)
Manage the centralized on-street and off-street parking functions and activities, including short and long-range planning, rates, collections and facility maintenance. Create and implement an asset management strategy for the city’s structured parking assets, including capital expenditures, capital reserve accounts and similar mechanisms to maximize the efficiency and useful life of such assets. Design and promote parking policies and facility development strategies that complement and enhance the City of North Las Vegas redevelopment efforts.
Maintain the fiscal integrity of the self-funded parking enterprise fund.
Perform research, feasibility studies, demand analyses and projections to develop policies, future parking plans and rates. Conduct research on the competition and industry for use in developing programs, products, rates, facilities, etc. Research and recommend technologies to increase the efficiency of parking operations.
Coordinate activities and consult with parking enforcement operations, meter installation and maintenance, issuance of parking permits, and collection of parking revenues. Participate in management decisions affecting the parking system.
Develop parking policies and innovative programs and marketing plans. Develop and maintain innovative methods of communicating with the public, such as social media or opt-in email. Develop and maintain current, real-time online parking information.
Work with the Regional Transportation Commission, other agencies and employers to encourage the use of alternative modes of travel to minimize the need for additional parking resources. Participate in supporting the city’s sustainability goals as they relate to parking operations and planning.
Seek and use alternative methods of funding when possible, including state and federal grants.
Coordinate with other city staff to conduct various traffic studies related to parking facilities, such as parking facility access and the impact of parking facilities on vehicular traffic flow.
Participate in the process of developing, evaluating and awarding contracts fir private operation of parking operations; negotiate and oversee contracts for privately operated parking operations.
Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within city policy, appropriate service and staffing levels.
Oversee and participate in the development and administration of the division annual budget; direct the forecasting of funds needed for operations; monitor and approve expenditures; implement adjustments. Maintain a variety of accounts and records according to established procedures.
Establish and maintain productive relationships with partner organizations including employers, businesses, district boards and other stakeholder groups that can aid in disseminating information about parking and act as parking advocates and as a sounding board. Develop parking education workshops for area businesses to communicate the rate structure and the city parking system’s benefits to them and their customers.
Evaluate the effect of proposed legislation on parking operations and future planning. Recommend parking rate changes and draft ordinances and resolutions to implement approved changes.
Assist in the acquisition of properties for lease or purchase. Assist in the preparation of plans and specifications for new parking facilities, equipment, landscaping and maintenance.
Respond to inquiries and complaints from city staff, elected officials, other agencies and the public; resolve difficult or sensitive situations.
Participate in, support and foster the development of a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential.
Participate in promoting sustainable, environmentally sensitive development and operations in the community and the division.
Participate in establishing the strategic direction for the department in alignment with City Council and the City of North Las Vegas strategic priorities; communicate to all assigned employees their roles in performance measurement and achieving strategic priorities; and work with staff to report measures to the city’s executive team and all members of the division.
Prepare a wide variety of reports, proposals, studies, correspondence, marketing and other types of written communications. Present information orally in a variety of situations and to varied audiences.
Conduct a variety of organizational and operational studies and investigations; recommend modifications to parking programs, policies and procedures as appropriate.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of redevelopment.
Perform related duties and responsibilities as required.

Qualifications and Attributes: Education and Experience:
Bachelor’s Degree preferred from an accredited college or university with major in transportation planning, public administration, business administration or finance and Four (4) years of progressively responsible managerial level experience and two (2) years of parking services experience, preferably in a government or public agency.
Equivalency: A combination of formal education and direct work experience may substitute for the Bachelor’s degree. The City of North Las Vegas assesses one (1) year of full-time direct experience as equivalent to one (1) year of education.
Licenses and Certifications:
Must possess or obtain a valid Nevada driver’s license and maintain a satisfactory motor vehicle record.
Certified Administrator of Public Parking, issued by the International Parking Institute is desirable
Certified Parking Professional Certification issued by the National Parking Association is desirable.

Working Conditions:
Works in a normal office environment where there is little or no physical discomfort associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.

May be required to wear personal protective equipment.
Accessible after hours to address emergencies and/or time-sensitive issues.
Regular and timely attendance is required.
