Job Summary:
The Police Commander will perform responsible, professional, administrative and supervisory tasks in directing the operation and activities of the Police Department. The Chief of Police is responsible for the preservation of peace within the community, protection of life and property, and enforcement of Tribal ordinances, state and federal law where applicable.
Duties:
1. The Police Commander is responsible for compliance in all aspects towards the supervision, direction, training, and personnel management of the Police Department staff according to the Standard Operating Procedures and Policies of the department and the Bureau of Indian Affairs Law Enforcement Standards.
2. Supervises and participates in the development of departments operating budget, monitors and controlling expenditures, and makes adjustments throughout the fiscal year as necessary.
3. Implement and supervise staff training and updating certifications.
4. Establishes and maintains a working environment conducive to positive moral, individual style, quality, creativity, and teamwork.
5. Prepares and updates short- and long-range strategic plans to ensure the department’s contribution to the Tribe’s overall plans and strategies.
6. Develops and analyzes the department’s organizational structure and organizes major accountabilities and functions into effective and measurable units within this structure; ensures that personnel are deployed in shifts or working units which efficiently meet the community’s needs for police protection.
7. Establishes and maintains cooperative relationships with other law enforcement agencies in the area, including attending meetings, providing reports, and general correspondence.
8. Directs ongoing research into new law enforcement technologies and trends, and recommends implementation of programs and equipment to help the Department achieve objectives more efficiently.
9. Directs planning and presentation of crime prevention and safety promotion programs through the community.
10. Directs analyses of crime trends, juvenile delinquency, traffic conditions, narcotics issues, and related law enforcement concerns in the community; implements appropriate actions to meet needs surfaced by these analyses, and reports major issues and trends to the Chief Executive Officer and Tribal Council.
11. All primary job responsibilities in standard Police Officer assignments.
12. Performs law enforcement assignments as needed on tribal lands.
13. Enforces federal laws, tribal law, and other code and ordinances.
14. Makes arrests of violators of criminal law, which may involve participation in raids.
15. Patrols assigned area of responsibility in an effort to reduce or control the number of crimes committed.
16. Supervises the serving of warrants and subpoenas issued by courts of law.
17. Supervises the work of subordinates where major crimes, accidents or other unusual incidents requiring the exercise of police power are involved.
18. Reviews and approves correspondence.
19. Conducts investigation of crimes, secures scenes, and gathers evidence.

21. Select, assigns, promotes and disciplines departmental personnel in accordance with the Moapa Band of Paiutes Policies and Procedure Manual.
22. Responsible for coordinating Asset Removal and Forfeiture.
23. Works with Grant Writing Manager on PL-638 and other grants.
24. Works on MOU’s with local jurisdictions.
25. Other duties as assigned.
Minimum qualifications:
· Must be at least 21 years of age.
· An Associates of Arts Degree in Criminal Justice or Law Enforcement, with at least five years criminal justice related experience in direct police activities and at least 3 years of experience in a management position within the last 5 years, OR 10 years of equivalent work experience.
· Minimum ten years of broad and extensive law enforcement experience and three years of proven administrative and supervisory experience.
· Minimum two years in a supervisory position in a Law Enforcement Department.
· Must have certification through BIA and/or be Nevada POST certified.
· General knowledge of Indian tribal laws, customs and traditions.
· Ability to prepare and present comprehensive written reports on enforcement goals, objectives, practices and results.
· Ability to exercise independent judgment in complex situations with minimal supervision or direction.
· General knowledge of Highway Interdiction and Commercial Traffic Enforcement.
· General Knowledge of the use of K-9’s and the K-9 program.
· Ability to perform general job responsibilities of the Sergeants (Immediate subordinates).
· Ability to maintain the physical standards required of subordinates and present a professional image to the public and other law enforcement agencies.
· Ability and willingness to attend additional training to maintain certification and further career development.
· Working knowledge of tribal, state, and federal codes, rules and regulations applicable to the Moapa Band of Paiutes.
· Must have a valid Driver’s License and be fully insurable under the Tribe’s insurance policy.
· Must pass a criminal background investigation.
· Must pass pre-employment alcohol/drug screening.
Job Type: Full-time
Pay: $72,018.00 – $88,021.00 per year
