Job Description : Duties

As a Contract Specialist, you will be responsible for the following
Performing pre-award and post-award functions including negotiation and administration to completion or termination of multi-year, high dollar value, initial production, product improvement, services and requirement contracts.
Reviewing procurement data packages for contracting suitability.
Recommending award of contracts for full and open competition or other than full and open competition.
Planning procurement actions with technical, legal, and contract pricing personnel.
Determining the type of contract best suited to requirements.
Recommending competitive ranges in negotiations with one or more offers.
Recommending competitive ranges in negotiations with one or more offers.
Conducting negotiations in the pre-award and post-award phases of contracting.
Monitoring contractor performance and modifying contracts (e.g., with or without monetary considerations, engineering changes, delivery schedule adjustments).
These duties are described at the full performance level of GS-11 The duties at the GS-07, GS 09 level are developmental leading to such performance.

Requirements
Conditions of Employment

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
Two year trial/probationary period may be required.
You will be required to provide proof of U.S. Citizenship.
This is an Army Acquisition, Logistics and Technology Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
Selectees must meet position requirements for certification at Level I in the Acquisition Career Field, Contracting, within 24 months of entrance on duty.
Mobility Agreement is required.
Position is Non-Critical Sensitive (2) requiring a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
-Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
This position requires temporary duty (TDY) travel up to 25% of the time

Qualifications

GS-07 Selectee – The selectee must meet the qualification requirements for the position and obtain a passing score on the appropriate Administrative Career with America (ACWA) assessment. If you are selected, you will be notified of how to take the ACWA assessment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor’s degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if
(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes Assisting with preparing bid proposals for contractors; Assisting with preparing recommendations for awarding contracts and/or subcontracts; Assessing procurement documents for compliance with contractor’s purchases prior to approval. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management..

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor’s degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1)
Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

OR

(2) Grade-Point Average (G.P.A.) – Applicants must have a grade-point average of either
(a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum;
or (b) 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

OR

(3) Honor Society Membership – Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
