Job Description : Duties

Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance
Develops strategies to respond to employee-related issues
Prepares appropriate agency responses to employee relations matters
Provides consultation on associated program areas, such as reasonable accommodation and leave management.
Delivers training for management and employees on a variety of employee relations topics
Explains rules and procedures to employees and management to help them understand rights and obligations
Resolves disputes and evaluates events and/or identifies aggravating or mitigating factors relevant to the case.
Helps managers and supervisors focus on performance management processes,
Advises managers about appropriate disciplinary or other corrective techniques
Responsible for submission of properly coded personnel actions in collaboration with the Technical Reviewer.
Conducts and Advises on ER matters, all proposed adverse actions, coordination and oversight, including OAWP, DAB, AIB, fact findings, grievance examiner, state licensure reviews, suitability, Drug Free Workplace, Workplace Violence Prevention Program, and third-party hearing representation.
Reviews requests and submits justification for ER/LR actions then takes appropriate action, and prepares necessary correspondence.
Develops management strategies to respond to labor issues
Prepares appropriate agency responses to labor-related matters
Offers technical guidance, information and assistance to management on various labor relations issues
Provides management with interpretation of policies, procedures, and collective bargaining agreements.
Plans and implements actions to satisfy obligations to bargain in good faith
Reviews third-party involvement in negotiations and represents the facility in appropriate cases

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For GS-09 you must have served 52 weeks at the GS-07,
For GS-11 you must have served 52 weeks at the GS-09,
For GS-12 you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience and/or education as described below:

Specialized Experience:

GS-09: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, good understanding of technical guidance, advice and training regarding issues stemming from grievances, appeals, disciplinary actions, adverse actions, medical determinations, employee-management issues, etc.; active participation in review and recommendations to resolve issues that are often controversial and/or adversarial in nature, due to their sensitivity; provide occasional technical assistance regarding labor relations issues; participate in representation of agency in labor negotiation teams or representation issues. participate in representing the agency in 3rd party proceedings including, but not limited to, MSPB, EEOC, mediations, ADR, arbitration, and negotiations.
GS-11: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, providing consistent technical guidance, advice and training regarding issues stemming from grievances, appeals, disciplinary actions, adverse actions, medical determinations, employee-management issues, etc.; provide input in review and recommendations to resolve issues that are often controversial and/or adversarial in nature, due to their sensitivity; provide technical assistance regarding labor relations issues; some experience with serving as a spokesperson on labor negotiation teams or representation issues. participate in representing the agency in 3rd party proceedings including, but not limited to, MSPB, EEOC, mediations, ADR, arbitration, and negotiations.
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, Providing advisory service to managers and supervisors on a full range of employee relations and labor relations issues including advice, guidance, and analysis to managers on labor issues regarding unfair labor practices, grievances, information requests, and negotiations; performs intensive and in depth analysis and knowledge in applying a wide range of HR concepts, laws, policies, practices and precedents; applies techniques and skill in negotiation procedures, advocacy and mediation; skill in written and oral communication techniques

Education
**Transcripts required if using education in any combination** GS 9 : Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s degree or equivalent graduate degree in a related field OR 2 full years of progressively higher level graduate education leading to such a degree in a related field OR LL.B or J.D in a related field. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education listed above. GS 11 : Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR Three (3) full years of progressively higher level graduate education leading to such a degree OR a LL.M, in related field. OR Combination:Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as listed above. GS-12 There is no educational substitution at this grade level
