Job Description : Duties

Serve as expert, program authority and principal advisor to Forest Service Leadership for a natural resources program and apply new scientific findings, developments, and advances to the solution of critical problems.
Review and formulate national policies, objectives, and standards which govern the management and use of land and natural resources.
Develop long and short-range plans to achieve goals and objectives.
Develop and manage long term and annual program budget goals and objectives.
Seek and build public and private sector partnerships to promote effective land and natural resources management and program opportunities.
Plan the work to be accomplished by the unit, assign work to employees, and establish production or quality standards for the unit’s work.
Create a work environment that respects, appreciates, and accepts the contributions and perspectives of all employees.

Requirements
Conditions of Employment

Must be a U.S. Citizen or National.
Males born after 12-31-59 must be registered for Selective Service or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one-year probationary period, unless previously served.

Qualifications

Basic Requirement for General Natural Resources Management and Biological Sciences Series (0401).

Successful completion of a full 4-year course of study leading to a bachelor’s or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

A combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. Your resume must reflect the experience used to meet this requirement.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience:

GS-13: 1
year of specialized experience equivalent to at least a GS-12 grade level. Specialized experience is defined as
three or more
of the following: Providing technical support and administration to a program to enhance the effectiveness, delivery, and scope of program activities within an area related to natural resources management, land management, forest management, range management, ecosystem management, sustainability and climate or environmental justice programs. Analyzing and recommending program policies, objectives, guidelines, or plans. Reviewing long and short-range plans to ensure consistency with program strategies and priorities. Establishing public and private sector partnerships. Providing technical and administrative leadership, guidance, and direction to employees in a variety of professional and non-professional occupations. Creating a work environment that respects, appreciates, and accepts the contributions and perspectives of all employees.

GS-14:
1 year of specialized experience equivalent to at least a GS-13 grade level. Specialized experience is defined as
three or more
of the following: Serving as program specialist and technical expert managing an assigned program area demonstrating a comprehensive understanding of a field related to natural resources management, land management, forest management, range management, ecosystem management, sustainability and climate or environmental justice programs. Developing long and short-range plans to achieve program goals and objectives. Formulating policies, objectives, and standards to implement best practices in program delivery. Analyzing, coordinating, integrating, and providing advice on controversial issues and projects. Building public and private sector partnerships to promote effective natural resources management and program opportunities. Providing guidance on funds, budget, and other resources required for program accomplishment. Supervising employees performing work within assigned programs and demonstrating a commitment to fostering and promoting an equitable, inclusive, and safe work environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
