Job Description : Duties
As a/an PROGRAM ANALYST, you will:

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an
Research, analyze, and evaluate policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues.
Refers or investigates queries as required and ensures timely response.
Resolves problems whenever possible and keeps the RA/DRA/FOD informed of controversial issues.
Lead and conduct projects and studies that require analysis and evaluation of program effectiveness, including recommending methods of improvement.
Coordinate HUD programs with other federal, state and local agencies and planning organizations to assure effective linkages to maximize effective program delivery and community benefit.

Qualifications
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized Experience for this position includes:
Using computer software, applications, and social media to research, and prepare qualitative and quantitative analysis of practices and proposals, including recommendations for further action (e.g., to gain acceptance and implementation, and/or brief executive leadership); ANDImplementing community-based housing, education or service programs (e.g., community-based engagements, conduct projects on housing and community development); ANDEstablishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies (e.g., government and advocacy groups)

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
A one year probationary period may be required.
Must successfully complete a background investigation.
