Job Description:
The Oregon Military Department is a state agency that supports the Oregon National Guard. You are NOT required to be a member of the Oregon National Guard to apply for this position.
The Oregon Military Department is recruiting for a Regional Mitigation & Recovery Coordinator (Program Analyst 3). This is a permanent full-time state position located at the Office of Emergency Management in Warrenton, Oregon.
This position is represented by the American Federation of State, County and Municipal Employees’ (AFSCME) union.
The Office of Emergency Management will host a conference call for all interested applicants to discuss the Regional Mitigation & Recovery Coordinator scope and areas of responsibility. The conference call will occur on Friday March 25, 2022 from 2:00PM to 3:00PM.

WHAT YOU WILL BE DOING:
The Regional Mitigation & Recovery Coordinator works under the supervision of the Regional Mitigation and Recovery Manager to assist local, state and tribal jurisdictions with the development and implementation of hazard mitigation and recovery operations throughout Oregon. This position represents the Oregon Department of Emergency Management (ODEM) within their assigned region and across Oregon as needed and coordinates critical mitigation and recovery support for local and tribal jurisdictions. They will support and participate in local meetings and outreach events related to emergency preparedness, response, recovery, and hazard mitigation and assist tribal and local jurisdictions with the development and implementation of hazard mitigation and recovery programs.
During post disaster recovery operations, this position will act as a liaison between tribal and local jurisdictions and state and federal recovery organizations. Other duties include grant compliance monitoring, hazard mitigation program review and assisting tribal and local jurisdictions with post disaster initial damage assessment data collection.
Working Conditions:
Employees of the Oregon Office of Emergency Management are subject to recall at any time. During an emergency this position may be required to work long hours without normal days off within the State Emergency Coordination Center (ECC) or in the field supporting emergency response activities. To support development and enhancements of State ECC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.
Work Experience

Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
WHAT YOU NEED TO QUALIFY:
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Emergency Management or a related field;
-AND-
Four (4) years of experience developing program guidance and implementation strategies.
**OR**
Any combination of experience and education equivalent to seven (7) years of experience developing program guidance and implementation strategies.
ADDITIONAL REQUIREMENTS:
Must possess and maintain a valid Oregon Driver license;
NOTE: If applying from out of state, please be prepared to provide a 3 year driving abstract from your local Department of Motor Vehicles.
