Job Description:

We are hiring a Court Operations Supervisor (Supervisor 3). The person hired will report daily to the Polk County Circuit Court in Dallas, Oregon. This position exists within the Twelfth Judicial District consisting of three elected judges, a Hearings Referee, and employees in two court locations.

As a Court Operations Supervisor…
You will serve as the supervisor for one of the two supervisory units within the Polk County Circuit Court. In this capacity, you will facilitate communication with judges, court administrative staff, attorneys, litigants, and other governmental agencies for the purpose of explaining and interpreting policies, procedures, and actions and to authorize or take further action on the most difficult or complex matters.

Supervising will be an important part of your role: you will assign, monitor, review, and evaluate the work of subordinate employees. You will facilitate and implement training/cross-training opportunities for staff, provide feedback and guidance for ongoing training, staff development and performance goals. You will also be responsible for coordinating the work of court employees and matters such as work schedules, recruitment, hiring, development of position descriptions, resolution of employee concerns, discipline, and performance evaluations. You will oversee daily operation of workflow tasks, establishing work priorities and adjusting to achieve work unit efficiency and effectiveness.

You will be expected to prepare narrative and statistical reports and participate in leadership team meetings regarding the development of local court operational process, procedures, and policy to ensure court compliance with all applicable statutes, laws, and rules. This will include initiating procedural changes or applying changes to administrative regulations in areas supervised. You will also participate and provide input in developing short- and long-term goals and ensure operating procedures and practices are consistent with the overall goals and objectives of the court.
Lastly, you will serve as a member of various committees to foster and maintain relationships with external stakeholders and community partners. Assigned tasks may be changed to accommodate workload, cross training, and organizational needs.

Minimum Qualifications
(These must be evident in your resume or work history for full consideration.)
The qualified applicant must have at least three (3) years of recent experience supervising, directly or through leadworkers, staff performing a wide variety of administrative, analytical, technical and leadership duties. The supervisory experience must include substantially the following:
reviewing, interpreting, and applying various regulatory rules, policies, procedures, standards and directives to work processes and practices,
explaining and communicating policies and procedures to staff and the general public,
developing and updating policies and procedures,
hiring or recommending hiring,
training, coaching, and mentoring,
assigning and reviewing work,
evaluating staff performance,
responding to staff concerns,
handling disciplinary actions, and
fostering and maintaining relationships with external stakeholders.
AND

Possession of an Associate’s degree in business, management, or a related field, or equivalent life or work experience.

OR

Any combination of education and experience equivalent to four (4) years that supports the knowledge, skills, and abilities for this position.
Note: A bachelor’s degree in court administration, management, business or public administration, or a closely related field may be substituted for up to three years of the required experience.

Requested Skills and Attributes

Experience supervising staff, with demonstrated success in training, motivating, assigning and evaluating work, disciplining, and coaching.
Experience managing operations, projects, or teams (in remote locations).
Technical experience with proficiency using software programs, databases, and electronic file management.
Communication experience to include direct service to the public/customers, interpreting and explaining rules/policies/procedures/decisions or organizational practices, and producing written documents such as performance evaluations, work procedures and reports.
Working Conditions
This is a full-time position and the work schedule is typically 8:00 a.m. to 5:00 p.m., Monday through Friday. It is FLSA exempt and not eligible for overtime compensation for hours worked in excess of a 40-hour work week.
Occasional lunchtime meetings, after hours and weekend work may be required.
Occasional in-state or overnight travel may be required to attend statewide meetings and coordinate court activities.
Frequent telephone and in-person contact with angry, hostile, confused, or frustrated people and with people from diverse backgrounds.
Long periods of sitting or standing while accessing various computer programs and applications.
The following equipment may be used: telephone, calculator, personal computer, printer, multiple monitors, copy machine, fax machine, and scanner.
