The Business Standards Division is responsible for administering a range of business services related to building codes, business and occupational licensing, health care licensing, and weights and measures. The incumbent develops, for recommendation to the Department, changes in statutes to comply with court decisions, incorporate good government best practices, and promote sound public policy, as well as respond to changes anticipated in and as a result of modifications in code compliance practices or new developments in model codes or licensing.

Knowledge of:
The bureau’s licensing statutes, rules, policies and procedures and ability to interpret same.
Principles and practices of effective personnel and bureau management.
Process re-engineering and implementation
State Government, legislative process, administrative rule process, and code adoption and development processes.
Analytics; process, production, and customer satisfaction measurement; and how to interpret these metrics and utilize them in the managing process.
Skill in:
Verbal and written communication.
Spelling, composition, and grammar.

Analyzing information.

Organizing.
Ability to:
Develop and maintain positive relationships.
Present information in an understandable way.
Meet deadlines.

Identify complex problems and review related information to evaluate and recommend options with emphasis on life safety.
MINIMUM QUALIFICATIONS:
Bachelor’s degree plus 2 years or 6 years “directly related” experience.
Minimum qualifications could be acquired by a mixture of 4 years of college or directly related technical training supplemented by 1 year of department management training and/or development and 2 years of supervisory experience. 2 years of additional program-related supervisory experience can be substituted for the 1-year department management training and/or development.
