We’re seeking a professional Graphic Artist to help us grow our operations in the Department of Revenue. Here’s what you need to know: This position is a staff level graphic arts professional in a high-volume forms development and graphic art production setting. This team of professionals design and create high quality Department of Revenue tax forms, business forms, publications, signs, displays, and a wide variety of design products in an electronic format for both digital and print destinations. Specific duties for this position include, but are not limited to:

Creating forms, statutory annual reports, brochures, bulletins, booklets, pamphlets, along with other graphic arts products for internal and external departmental use;
Interacting with internal customers concerning design options, page layout, infographic concepts, project requirements, printing options, etc.;
Keeping customers well-informed of concerns, problems, or questions that arise during the design process; and
Providing both print and web ready designs to customers and/or vendors ensuring all work is accurate, ADA compliant and functionally correct.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree from an accredited institution in a field of study related to the work assignment (i.e., Design; Fine Arts).

Substitutions:

Appropriate experience will substitute for the degree requirement on a year-for-year basis (i.e., design program internships; commercial graphics production).

Preferred Qualifications

At least two years of experience using versions of the following:

Apple hardware and macOS operating systems;
Page layout applications on macOS which should include, but is not limited to: Adobe InDesign, Adobe Acrobat Professional;
Google Workspace (Gmail, Documents, Sheets, Forms, Slides, etc.); and
Image editing applications on macOS which should include Adobe Illustrator and Adobe Photoshop.

Experience creating ADA compliant forms and publications.
Experience with form design standards for an OCR/ICR data capture/imaging environment.
Experience in a full print-production environment – both printing and pre-press.
Basic website design skills using HyperText Markup Language, Cascading Style Sheets along with a simple understanding of JavaScript.
An understanding of high-volume workflows encompassing multiple customer types in the field of graphic design.
In depth knowledge (within the last four years) of graphic arts terminology, workflow processes, and methodologies.
A demonstrated ability to translate client requirements into feasible designs within established standards.
Proven ability to proofread projects and forms using an industry standard mark-up language and symbols.
Ability to function independently with minimal direct supervision and lead by example.
Proven ability to train graphic designers and other personnel.
Willingness to learn new skills and incorporate them into existing workflows.

DOR Required Skills and Competencies: Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.
Conditions of Employment with the Colorado Department of Revenue: 1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. 2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.

Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
