Assistant Director of IT The City of Colorado Springs IT Department has a vision, set of values, and strategy that fosters a solid technology environment and embraces innovation necessary for the success of the City and our community. As the Assistant Director of IT, with significant discretion and initiative and under the general direction of the Chief Information Officer (CIO), you will work closely with the CIO and the IT leadership team to oversee the execution of the tactical roadmap in support of the IT strategy. In addition to one or more divisions reporting to you, you will manage functions for the department such as budget, tool adoption, performance reporting and process metrics, staff development and organizational structure, and supplier and process management. You will also provide the CIO with recommendations on staff-related issues and serve as acting director in the absence of the CIO.

Essential Job Functions- the basic job duties an employee must be able to perform:
Supervise the planning, scheduling, and coordination of department activities; research, revise, and develop policies, procedures, and priorities to meet established goals, mitigate risk, and ensure legislative compliance
Assist with the development, implementation, and maintenance of strategic, fiscal, and service improvement plans for the department
Ensure tactical roadmaps are identified and executed to support the IT strategy; report progress to CIO to achieve the future vision
Monitor performance metrics to provide visibility on infrastructure and application performance to identify where additional resources and modernization are required
Standardize and optimize IT processes and procedures to bring value and enable continuous improvement, performance, and consistency; report on the effectiveness
Assist with planning and developing the vendor management policy, program and procedures. Install and maintain governance ensuring that consistent engagement with Legal, Finance, and Procurement occurs for each purchase/contract. Ensure vendor performance meets City expectations and contractual obligations.
Lead effort across IT to regularly evaluate skills and staffing levels needed to enable IT to meet the future needs of the City
Prepare and deliver IT communications internally and City-wide
Ensure tool adoption across IT divisions and City departments; ensure full potential of technology investments
Manage IT financials to ensure IT’s budget is responsibly requested, planned, and administered
We are looking for candidates who demonstrate:
Knowledge of technology operations, enterprise and business-line applications, user services management, and activities of a comprehensive IT department
Ability to lead teams to manage vendor contracts and service level agreements, recommend and approve major contracts for IT services, analyze problems, identify solutions, implement recommendations, and simultaneously coordinate multiple projects and complex tasks while meeting deadlines
Ability to establish and maintain effective working relationships
Ability to communicate clearly and concisely, orally and in writing to diverse audiences, including executives, business partners, vendors, and staff
This position requires a skilled, strategic, and visionary thinker with exceptional leadership and interpersonal skills and the ability to create a culture conducive to motivating skilled and cohesive teams.
Successful candidates will have
A bachelor’s degree from an accredited college or university with major coursework in information systems, computer science, public administration, business administration, or a related field
Seven years of full-time professional experience with an IT organization, including five years of supervisory experience
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
Ideal candidates will also have
Experience leading and supervising teams of IT technicians performing diverse roles from multiple disciplines
Experience executing a department-wide strategy
Experience managing a department budget

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
