Highly independent position involving performance of complex executive non-routine duties for the City Manager’s Office. Promotes the organization by representing the City Manager’s Office internally and externally, acts as liaison between City Manager, Mayor, City Council, members of the Executive Leadership Team, employees, and other governmental officials, and citizens. Provides executive level administrative assistance and project management to support the City Manager and Deputy City Manager. Position requires high level of discretion and confidentiality. The salary range for this position is $66,000 – $102,400 per year with a* hiring range of $66,000 – $84,200* depending on qualifications and experience. Position will close to applicants on: Tuesday, April 12, 2022 at 12:00 P.M. M.S.T.This opportunity has the unique possibility of working closely with the City Manager to develop initiatives, coordinate projects, and improve the lives of community members. Our goal is to hire someone with the ambition and drive to get things done, a go-getter who can adapt to shifting priorities, an individual with an earnest interest in community development, a stellar organizational skills and an exceptional communicator.ESSENTIAL JOB FUNCTIONS: Is the primary aid to the City Manager in external meetings, constituent issue/problem resolution and executive meetings. Responsibilities may be sensitive and confidential in nature requiring broad knowledge of operations and policy, including City Charter and Code.
Position serves as project manager for the City Manager’s Office.
Coordinates and implements special projects and related correspondence, reports, and recommendations, including internal and public presentations.
Responsible for oversight and administration of the City Manager’s budget, including annual preparation and development. Assists in the preparation of the overall departmental budget including preparation of annual program budgets, determining account numbers, and responsible for overseeing the accurate expending of the budget.
Assists in managing calls from internal and external sources and assesses whether callers and/or visitors should have access to information being requested in order to ensure that confidential information is disseminated to authorized persons only.
Screens complaints and identifies sensitive issues. Brings appropriate issues to the immediate attention of the City Manager and/or Deputy City Manager.
Maintains various confidential records, correspondence and information, and is responsible for protecting and maintaining the confidentiality of this information.
Participates in publications and presentation development for external and internal audiences on behalf of the City Manager’s Office.
Performs a variety of functions including special reports, projects, and agendas.
Attend and coordinate legislative affairs activities as assigned.
Researches, gathers, reviews, analyzes and summarizes data for reports and correspondence in order to provide accurate information.
Reviews and proofreads a variety of information to ensure accuracy of information, consistency with administrative policy, format, and grammatical correctness.
Administers the City’s Performance Measure and Benchmarking Program
Prepares and coordinates updates to the Citywide Strategic Plan
OTHER JOB FUNCTIONS: Represents City Manager’s Office at special meetings as assigned and is required to plan, coordinate, and attend evening or weekend civic functions and meetings as assigned. Coordinates City Council correspondence with citizens as necessary. Participates in both internal and external committees as assigned. Develops recommendations for improvements in efficiency and effectiveness. Performs other assignments and projects as required.SUPERVISORY DUTIES: This position is responsible for the supervision of the Executive Coordinator.Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.JOB QUALIFICATIONS: Knowledge, skills and abilities: Independently exercise sound judgment in a variety of situations and with strong written and verbal communication, administrative and organizational skills. Ability to conceptualize, prepare and execute solutions for public information needs. Must have the ability to work effectively in a fast-paced environment with a multitude of requests, interruptions, varied tasks, critical deadlines and evening meetings. Must be proficient with the use of telephone, e-mail communication, social media platforms, and be able to exhibit a great deal of professional etiquette in the use of these tools. Synthesizes complex or diverse information; collects and researches data. Must have excellent writing and presentation skills including proficiency with letter, memorandum and e-mail composition. Experience working at executive level and in municipal government, specifically a Council-City Manager form of government, is preferred.Bachelor’s degree in Public Administration, Finance, Business or related field required. Equivalent combination of education, training and experience may be considered.Must be proficient in Microsoft Office Suite, specifically Word, Excel and Outlook.Licensure and/or certifications: Must possess a valid driver’s license.Material and equipment directly used: Personal computer, printer, scanner, digital media multi-line telephone system, online software applications, photocopier, fax machine.Working conditions and physical requirements: Work is performed in a typical office environment which requires sitting for extended periods of time, reaching, repetitive keyboard motion, occasional prolonged standing, frequent use of telephone, and communicating with employees, consultants, and citizens. Requires repetitive motions tasks, bending, pushing, pulling, reaching, and light lifting to perform the essential functions of the job. Requires the ability to handle multiple concurrent tasks and constant interruptions. Must be able to occasionally leave the area for meetings and delivery of information. Must be able to work well in tense and/or fast paced situations.
